There is no closing date for this request for application. 1.0 Purpose The purpose of this request for applications
(RFA) is to select a pool of qualified professionals and teams, with skills, knowledge or expertise in public art and project management services including: public art planning; project and area planning; community consultation; curatorial research; artist selection processes; artwork fabrication, installation, documentation, promotion and engagement; writing, editing and graphic design work; conservation and maintenance work; and other related services for a variety of public art projects over the next several years. 2.0 Background and Context The City of Vancouver sits on the unceded traditional territories of the xwməθkwəy̓əm (Musqueam), Sḵwx̱wú7mesh (Squamish), and səl̓ilwətaɬ (Tsleil-Waututh) who have stewarded these lands and waters since time immemorial. In addition, diverse cultures from across the world have imbued Vancouver’s cultural landscape with the qualities, landmarks, and stories that make our city recognizable and distinct. 2.1 Culture Framework for the Next Ten Years: Culture|Shift The City of Vancouver currently supports the arts and culture sector through grants and awards, provision of cultural spaces, and public art commissions. Culture|Shift: Blanketing the City in Arts and Culture is the City’s new culture plan for 2020-2029 and includes strategic directions, goals and priority actions. Culture|Shift provides a framework with five key strategic directions:  Arts and Culture at the Centre of City Building: Champion creators and elevate arts and culture by hardwiring art and culture into city strategy and investment;  Reconciliation and Decolonization: Recognize and support Indigenous cultural knowledge and presence through decolonizing practices;  Cultural Equity and Accessibility: Advance diverse and inclusive leadership and practices and promote intangible cultural heritage and redress by offering equitable and accessible support;  Affordable, Accessible, Secure Spaces: Prevent displacement and support community-led spaces through enabling partnerships; and,  Collaboration and Capacity: Strengthen sector resilience through facilitating partnerships and leveraging investment. The subtitle Blanketing the City in Arts and Culture, a gift from xwməθkwəy̓əm artist Debra Sparrow, has two-fold significance: first it underscores the critical importance of telling the truth about our colonial history and working with xwməθkwəy̓əm, Sḵwx̱wú7mesh, and səl̓ilwətaɬ to ensure that their presence and voice is woven throughout Vancouver; second, it draws on the wisdom of the local nations to illuminate the role culture plays in shaping place and a shared sense of belonging for all people on these unceded lands. 2.2 Vancouver’s Public Art Program The City of Vancouver Public Art Program manages civic funding to plan, program, commission and maintain public art. Significant works in a variety of scales, forms, and media contribute to the city’s rich, diverse public realm. The Program also develops policy, and oversees and administers the public art process for major rezoning development projects. The Public Art Program has been commissioning public art for more than 25 years including Artist-Initiated Projects, selected through an open call in which artists propose ideas and sites for artworks in public spaces. The collection now numbers over 300 permanent pieces of public art throughout the City and is managed by Public Art staff. Description Public Art staff also work regularly with staff of Planning, Urban Design and Sustainability, Park Board, and Engineering to identify opportunities to transform public spaces through encounters with art. Public Art Plans have been completed for Northeast False Creek and the Arbutus Greenway Project through consultations with artists and curators, xwməθkwəy̓əm, Sḵwx̱wú7mesh, and səl̓ilwətaɬ First Nations, neighbouring communities, landscape architects and developers, in order to respond to the many opportunities and demands for public art in these key areas. The program supports art-making by emerging and established artists through a range of approaches to art and to the public, in both new and traditional media. Public artworks bring new expression to the public realm by reflecting the complexities of place and publics, engaging cultural practices, and provoking critical dialogue. 3.0 Prequalification The City is interested in pre-qualifying multiple proponents. As specific requirements will vary from project to project, the City wishes to select a number of proponents that have particular capabilities and expertise to provide services and then enter into contracts for specific projects when and as needed. The number of consultants engaged and the scope of work offered will vary depending on priorities and project timing. Consultants with skills, knowledge or expertise in any of the services outlined below are invited to respond to this RFA. Proponents of xwməθkwəy̓əm, Sḵwx̱wú7mesh, and səl̓ilwətaɬ and/or Indigenous or other cultural ancestry are encouraged to apply, as are curators and consultants with knowledge of and experience in working with xwməθkwəy̓əm, Sḵwx̱wú7mesh, and səl̓ilwətaɬ Nations and other Indigenous and cultural communities. 4.0 Scope of Services The proponent or proponent teams will work with City staff to provide specific public art services for a variety of public art projects over the next several years. Examples of potential services required are: A. Consultation Several upcoming projects involve consultation and research related to working with xwməθkwəy̓əm, Sḵwx̱wú7mesh, and səl̓ilwətaɬ Nations. Work is also underway on cultural redress, cultural heritage and place-based identity in relation to cultural communities, neighbourhoods and artists. Using a relationship and equity-based approach to strengthen relations and integrate identified priorities, examples of services required are:  Collaborate with xwməθkwəy̓əm, Sḵwx̱wú7mesh and səl̓ilwətaɬ Nations around public art opportunities and commissions, including reviewing calls to artists, selection panel membership, and review of sites for new works.  Organize and deliver public art programs and projects focused on supporting and learning from Indigenous artists through workshops and commissioning opportunities.  Lead engagement with xwməθkwəy̓əm, Sḵwx̱wú7mesh and səl̓ilwətaɬ Nations, Urban Indigenous peoples, and equity-seeking communities on a range of public art projects.  Attend to matters of cultural protocol, cultural sovereignty, cultural safety, and an understanding of the relationship between arts and culture in local Indigenous and other cultural communities. B. Curatorial and Project Management  Providing expertise of local and international art practices and public art programs as well as curatorial experience in contemporary art.  General project management including assisting with detailed design development; facilitation of artwork production, installation, and documentation; and organizing launches.  Preparation of artist calls, selection processes, and panels and managing artist selection.  Assisting with scopes of work and legal agreements for artists and fabricators.  Managing artwork fabrication, construction, installation, documentation as required.  Liaising with and coordinating subcontractors, trades, City staff, artists, curators and other external agencies.  Contract administration including coordinating project reviews at concept, design development, and fabrication/installation stages as well as completion, inspection, acceptance, and ownership transfer, inauguration and documentation.  Liaising with civic departments, Park Board, cultural institutions, stakeholders, art experts and community groups to identify opportunities and sites and prioritize those having the most potential. C. Planning and Policy  Developing area art plans: articulating public art vision, goals and objectives; providing art context; developing stakeholder, community and key staff contacts; identifying opportunities for artwork/s; creating public consultation and engagement strategies; developing budgets, funding sources and partnerships; and preparing communications and engagement plans, including social media.  Public art policy development including researching applicable precedents and policies and identifying and consulting with stakeholders. D. Writing,Editing, and Design Services  Includes content and design for publications, written plans, brochures, public presentations, social media, public art registry, marketing and communications materials. E. Collections Maintenance  Planning for maintenance and durability of new artworks; conducting maintenance reviews and condition assessments; and providing related conservation services.  Providing specialized maintenance services such as cleaning, repair and/or replacement of component parts, removal and re-installation, site preparation and remediation, specialized coating or film application, and so on. F. Education and Outreach  Mentoring emerging curators or art professionals including supporting diverse art practices and under-represented artists.  Documenting and coordinating plaques/signage, project publicity.  Guiding public art tours and developing background knowledge and familiarity with select artworks in the City’s public art collection. G. Other Related Services (as required) Potential projects for which consultants are required in the near future include: outreach, planning, implementation, and project management services for artist-initiated projects; writing and editing for brochures and the public art blog; developing, planning, curating, and implementing a temporary artwork program in select areas; working with local First Nations on upcoming commissioning processes; and providing maintenance and conservation services for a range of artworks. 5.0 Contract and Term The City’s intent is to pre-qualify teams or individuals and enter into a non-exclusive Standing Offer Services Contract (SOSC) with those meeting the requisite qualifications set out in this document. Pre- qualified teams or individuals entering into a SOSC with the City may then be called upon on an as-and- when-required basis to perform a scope of services related to a specific project. The City makes no financial or volume guarantees or commitments to any pre-qualified teams or individuals. Furthermore, proponents should be aware that the City is not required to select from the list of pre-qualified teams. The initial term for the SOSC will be three (3) years with the option, at the discretion of the City, to extend the term annually for an aggregate total of five (5) years. The extension period will be determined at the time of renewal and may vary between pre-qualified consultants. 6.0 Consultancy Coordination Consultants will report to a City Public Art Program staff liaison depending on the specifics of the project. 7.0 Submission Requirements and Criteria The City is seeking Proponents who have demonstrated skills, experience and expertise in various facets of developing and implementing comprehensive public art processes, plans, and projects. Proponents should be art professionals – artists, curators, knowledge keepers, art educators, conservators or maintenance specialists, writers, editors, researchers, project managers – with recognized knowledge of contemporary art practices and/or equivalent experience in other related fields. Proponents should have demonstrated experience in various components of art projects Experience working with developers, the City of Vancouver or other municipalities is an asset. Experienced public art consultants are also sought for mentoring opportunities with younger curators, artists, or consultants. Proponents must be organized, efficient, detail-oriented, effective communicators, and able to function autonomously and cooperatively within a government structure. The following areas must be addressed in all submissions and provided in the Questionnaire. 7.1 Overview: summary of your qualifications and experience 7.2 Qualifications of Key Personnel: description of you or your team’s ability to provide public art consulting services and any areas of specialization 7.3 Previous Projects and References: previous public art or comparable projects demonstrating experience in public art 7.4 Cultural Competency: previous experience working with Indigenous and other underrepresented communities 7.5 Schedule of Rates: proposed pricing and payment terms Additional details of the above are outlined in the Appendix 1 – Questionnaire. 8.0 Environmental Responsibility The City of Vancouver’s Mission Statement is to create a great city of communities which cares about its people, its environment and the opportunities to live, work and prosper. The City is committed to preserving the environment. Proponents should provide environmentally sensitive products or services wherever possible. Where there is a requirement that the Proponent(s) supplies materials, and where such materials may cause adverse effects, the Proponent(s) shall indicate the nature of the hazard in its Proposal. 9.0 Evaluation Criteria Public Art staff will evaluate submissions on the basis of the requirements listed above (in section 7.0 Submission Requirements and Criteria). Qualifications of Key Personnel: (30%) a) Industry reputation and relevant qualifications of project team or key personnel including certifications, training, and memberships. b) Demonstrated knowledge of contemporary art, artists, and public art practices. c) Potential for and experience in mentoring emerging artists, curators, or consultants. Previous Projects and References: (35%) a) Degree of demonstrated skills, knowledge, and expertise in various facets of developing and implementing comprehensive public art processes, plans, and projects or similar project management experience, including experience with the City or other municipalities or relevant institutions (if any). b) Demonstrated ability to manage complex projects and communicate effectively with diverse stakeholders and publics. c) Summary of up to three examples of relevant past projects. Cultural Competency: (20%) a) Demonstrated knowledge and experience working with underrepresented and Indigenous artists and groups in particular the xwməθkwəy̓əm, Sḵwx̱wú7mesh, and səl̓ilwətaɁɬ, including experience with and knowledge of appropriate protocols for consultation and engagement. b) Ability to prepare and present reports or other information to xwməθkwəy̓əm, Sḵwx̱wú7mesh, and səl̓ ilwətaɁɬ representatives, intergovernmental bodies, Indigenous and equity-seeking communities, advisory committees, and the general public that reflect, translate, and bridge distinct cultural concepts and language. CONSULTANT ENGAGEMENT PROCESS Services may be requested from the Consultant through a Request for Services (RFS) process or on an ‘on- call’ basis.  Projects up to $20,000 The RFS may be sent to a single one pre-qualified consultant with the appropriate expertise and qualifications.  Projects over $20,000 The RFS is issued to up to 3 prequalified consultants with the appropriate expertise and qualifications.  Projects over $100,000 All prequalified consultants with appropriate expertise and qualifications.
