Network Contract Office (NCO) 22-Gilbert is seeking a qualified vendor to update the Tucson Fisher House s Schneider heating, ventilation, and air conditioning (HVAC) Control System. The facility is located at the Southern Arizona VA Healthcare System s (SAVAHCS) at 3601 S. 6th Avenue in Tucson, Arizona. The contractor shall provide all hardware, software, labor, supplies, equipment, materials, and travel to meet the needs of this solicitation. Prospective contractors must be authorized/certified to provide the required service and must show proof with any provided documents at the time of responding to this Sources Sought announcement. DRAFT STATEMENT OF WORK DRAFT Contract Title. HVAC Control System Hardware and Software Security Update Background. The Southern Arizona VA Health Care System s (SAVAHCS) Fisher House, located at 3601 N. 6th Avenue, Tucson, Arizona 85723 requires a hardware and software security update to its current Schneider HVAC control system. All work must be accomplished without any climate control system interruptions to its guests. Scope. The contractor shall provide the following services: Furnish and install a Schneider AS-P Automation Server network controller, model number SXWASPXXX10001 with UPS in existing control panel. Furnish and install CO2 sensors and damper actuators to control the outside air to air handling units Provide graphic and programming enhancements Provide end user training Update control drawings Clean-up and cartage of all debris associated with the above scope of work to an on-site trash container. Specific Tasks. Provide graphic and program enhancements to create time of day scheduling and temperature adjustment(s) for common areas, office and storage rooms. Provide graphic and program enhancements to create occupied/unoccupied selector blocks for sleeping rooms. Provide end users four hours of hands-on training on the above graphic enhancements. Update control drawings. Provide annual comprehensive maintenance for patches and firmware upgrades. Important information: The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this Sources Sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined.
