Purpose of this Solicitation Weber

State University is soliciting bids to enter into a contract with the lowest responsive and responsible bidder to provide: See attached product itemization. This solicitation will result in a purchase order to the lowest cost responsive and responsible bidder. Length of the Contract The purchase order resulting from this IFB will be for a one-time purchase. WSU reserves the right to purchase additional products based upon this bid for up to 120 days after the initial purchase. Issuing Procurement Unit, Conducting Procurement Unit, and Solicitation Number The Weber State University Purchasing Department is the issuing procurement unit for this IFB and any subsequent addenda relating to it. The reference number for this IFB is Q183832215. This number must be referred to on all bids, correspondence, and documentation submitted to WSU relating to this IFB. Additional Information Bidders are prohibited from communications regarding this IFB with WSU faculty, staff or students, members of the evaluation committee, or other associated individuals with the exception of Weber State University’s Purchasing Department Personnel, who are overseeing this IFB. Wherever a procurement item in this IFB is defined by using a trade name, brand name, or a manufacturer and/or model number, it is intended that the words, “or equivalent” apply; and invites the submission of equivalent products by the Bidders. When quoting “equivalent” products, bidders are required to submit the manufacturer’s specifications for all “equivalent products” along with their bids. Additionally, bidders may be required to provide product samples to assist in evaluating whether a procurement item meets the specifications and other requirements set forth in the invitation to bid. Product samples must be furnished free of charge unless otherwise stated in the invitation for bids, and if not destroyed by testing, will upon written request, be returned at bidder’s expense after the contract is awarded. Evaluation of Bids Description Each bid received shall be evaluated for responsiveness in as outlined in the Utah Procurement Code. This IFB shall be evaluated by the objective criteria described in this IFB. Bids submitted must comply with the prerequisites and questions sections of this IFB. Any bid that does not comply with the prerequisite and questions sections will be deemed non- responsive and will be rejected. Any exceptions to the content of this IFB, including the prerequisites, must be protested in writing to the Director of Purchasing prior to the closing date. To be responsive and responsible Bidders must review and respond to the following sections of this IFB: Prerequisites, Buyer Attachments, Questions, and Items. ● The Prerequisites Section contains the objective criteria that will be used to evaluate the bids, including the mandatory minimum requirements and general requirements that Bidders must certify that they have read, understand, and agree to in order to submit a bid. ● The Questions Section contains the questions that Bidders are required to answer in order to submit a bid. ●The Items Section contains the detailed description of the procurement items being sought and allows the Bidders to provide their bids. Bidders must review each section of this IFB carefully. ● The Buyer Attachments Section contains Weber State University’s Terms and Conditions of the IFB, and other documents required for this IFB. Bidders are encouraged to review this IFB prior to the deadline to submit a bid, even if a bid has been submitted, in case an addendum has been issued. 3. Bidders must accept the Terms and Conditions that have been attached to this IFB. See Buyer Attachments Section. 4. If bidder, any of your officers, directors' owners, or members of their immediate family are employed by WSU, the employee must complete and submit the Conflict of Interest Disclosure form described in Weber State's PPM 3-36 and PPM 5-25h before you will be allowed to proceed with this bid. 5. The brand name and model number are specified as a standard of quality and are not intended to be restrictive. Alternates equivalent in quality, design and functionality, may be submitted for consideration. Any alternate bids must be accompanied by complete manufacturer descriptive literature, specifications and warranty information. Failure to include this documentation may result in the disqualification of your bid. WSU will serve as sole authority as to the approval of an alternate.
