Provision of Scanners for Digital Pathology at UHN2223-072Closing Date:11/15/2022 02:00:00 PM ET Detail: 2223-072 Purpose of the Procurement University Health Network (UHN) is seeking to implement a Digital Pathology solution across the Laboratory Medicine Program (LMP). LMP is Canada’s leading diagnostic and academic lab comprised of over 50 pathologists across 13 sub-specialties reviewing over 850,000 slides annually. LMP aims to implement a digital pathology solution that meets the unique needs of all disciplines, including anatomical pathology, cytopathology, and hematopathology. Additionally, LMP provides remote consultation and quality assurance services to multiple partner organizations within Ontario and across Canada. LMP has the following objectives in issuing the RFP: a. to identify a supplier for the provision and delivery of a Digital Pathology hardware (i.e . Scanners) solution as further detailed in this RFP; b. achieve the best solution for the needs of UHN; c. enhance
patient safety, patient experience, and improve pathology diagnostic workflow Estimated Contract Award Date The Work is to be performed from the contract award date (anticipated to be April 2023) for a period of five years. Options The description of any options as follows: n/a Recurring Contracts For recurring contracts, an estimate, if possible, of the timing of subsequent notices of intended procurement. Recurring Contract is defined as a procurement resulting in the award of more than one contract, or in award of contracts in separate parts. n/a Deliverables The deliverables are listed as follows: UHN is pursuing digital scanners to complete the full-scale implementation of whole slide imaging (WSI) for Digital Pathology. This includes the procurement of a comprehensive hardware solution as further detailed in this RFP. A software solution (viewer, image management software (IMS), image storage and image analysis tools) is being procured through a separate and distinct RFP process. Infrastructure upgrades as well as warranty, support, and ongoing maintenance of the products are critical to this procurement. Proponents are requested to provide documentation that outlines the processes/workflows from slide preparation, barcoding, and initial scan. Please include quality assurance considerations. Workflows should align to the various components outlined below and further referenced in Schedule D (Technical Specifications Exhibit). Hardware: Scanner • UHN requires a sufficient number of Health Canada-approved scanners, that are open architecture, to scan a current volume of ~850,000 slides annually (approximately 3,400 per day assuming 250 working days annually) – accounting for a projected annual growth of 3% • Majority of cases will be handled by multiple high-throughput devices • UHN will consider multiple scanner options to meet differing program / discipline needs (i.e. different scanners that offer specialized functionality. • There is a need for specialized scanners to handle slides that require unique scanning conditions such as oil-immersion scanning for hematopathology, cytology, and fluorescent slides • UHN will consider low-throughput devices for specialized or urgent cases (i.e. ~50,000 cytopathology slides and ~80,000 hematopathology slides annually) • Impact on laboratory/ technologist workflows will be considered • Physical specifications of the scanner, scanning rate, and the slide capacity of the scanner will be considered Submissions and Opening The deadline for submissions is 11/15/2022 14:00:00 ET.
