Synopsis: 80NSSC20Q0411NASA/NSSC has a requirement for Strategic Planning, Enterprise Architecture, IT Policy/Governance, IT Portfolio Management, Program/Project Management, and Special Studies services that support the NSSC Information Resources Division (IRD) and the Support Operations Directorate within a shared services operational model.NASA/NSSC intends to issue a sole source Blanket Purchase Agreement (BPA) to CTSI Corporation, 345 Broad St, Suite 100, Elyria, OH 44035, under the authority of FAR 6.302-1.  It has been determined that the comprehensiveness of CTSI Corporation’s understanding of NASA’s Shared Services operational model is not available from another vendor.NASA/NSSC will be the procuring center for this effort.  Performance will be located at NASA/ NSSC.The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.The NAICS Code for this procurement is 541618.This notice of

intent is NOT a request for competitive proposals, however interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00 p.m. Central Standard Time on October 2, 2020.  Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.
