Request for Letters of Interest Chief Information Officer Services for Franklin County, Pennsylvania Franklin County, Pennsylvania invites qualified individuals or firms with proven success to submit Letters of Interest to provide the services of our Chief Information Officer. This position must learn and understand Franklin County government operations in order to support existing technologies and maintain security. In addition, on their own and as co-chair of the IT Governance Committee, the successful candidate will motivate and educate others in order to facilitate successful implementation of advanced technologies and projects that will streamline business processes and improve customer service. The Chief Information Officer is responsible for: ensuring that Franklin County’s information technology services are effective, efficient, and supportive to operations complying with regulations and best practices serving as a business change agent by researching, discovering and

implementing opportunities to improve operations, citizen engagement and customer service developing the Franklin County Information Technology Strategic Plan and subsequent action items, which includes prioritizing recommendations from the recent technology analysis serving as co-chair of the new IT Governance Committee alongside the County Administrator communicating technical and complex concepts to a wide variety of stakeholders with varying degrees of computer experience and understanding putting theory into practice by executing strategic goals through action steps Characteristics of the person in this role must include, but should not be limited to: Servant leader Trustworthy Committed Strategic, proactive thinker Able to execute strategy Agile Flexible Organized Inspirational Strong relationship builder Risk manager Curious Innovative Knowledgeable of current trends, including pros/cons Effective communicator Over 700 employees work for Franklin County and the ITS department supports about 150 servers, 950 end users and over 200 software applications of varying size and complexity.
