The Project consists of the following: 1. Phase 3 - Clarifier Demolition; 2. Phase 4 – Ozone Generation Building, Chlorine Contact Basin, Liquid Oxygen (LOX) Facility, and Filters; 3. Phase 5 - Existing Filters Demolition, Fluoridation, Sodium Hypochlorite Facilities, Washwater Recovery Basin Demolition, and Demobilization; and 4. Phase 6 – Project Completion Project Objectives A. The objectives of the project include: 1. To improve overall plant reliability by increasing the plant capacity to 100 MGD; 2. To provide treatment process improvements that enable the plant to produce water that is in compliance with current and anticipated water quality regulations and is aesthetically pleasing; and 3. To implement the construction of a robust treatment train consisting of: (1) raw water ozonation, (2) conventional flocculation and sedimentation with plate settlers, (3) granular media filters, and (4) a post-filter chlorine contactor. Other Details Minimum Qualifications: The following qualifications are the minimum required qualifications that a Proposer must meet for a proposal to be considered responsive: Prime Proposer Minimum Qualifications To qualify as a Prime Proposer for this RFP, a Proposer must possess and demonstrate the following Minimum Qualifications: a. Have a minimum of fifteen (15) years in business providing Construction Management (CM) services for water and/or wastewater treatment plant construction projects b. Within the last fifteen (15) years clearly demonstrate experience as a prime Consultant or JV Partner providing the lead on CM services for at least one (1) water or wastewater treatment plant construction projects with a construction value of $80 million or more at the time of bid c. Clearly demonstrate direct experience as a prime Consultant or Joint Venture (JV) Partner providing CM services for a retrofit or expansion project at an operational drinking water treatment plant of 50 MGD or greater d. The Proposer (Principal-in-Charge or the Construction Manager) must be a registered California Professional Engineer (P.E.) in responsible charge of the performance of the scope of services provided e. At the time of proposal submission, the proposer shall demonstrate their ability to provide adequate staffing of professional and technical personnel to perform the scope of services in the manner required by Valley Water Subconsultant Qualifications To qualify as a Subconsultant who will provide technical services described in this RFP, the Subconsultant(s) must possess the following: a. A minimum of five (5) years of professional experience in the technical/business field(s) required under the scope of services for which the Subconsultant is being proposed (e.g., construction inspection, project controls, estimating, etc). If the firm has less than five (5) years in business, the firm's Principal, meaning an owner, partner, or principal officer of the firm who is responsible for making significant administrative and business decisions on behalf of the firm, shall have at least 10 years of experience in the technical/business field(s) required under the scope of services for which the Subconsultant is being proposed b.
