Job Order Contracting for Plumbing Services

The purpose of this Request for Qualifications (RFQ) is to develop a long-term contract with five (5) qualified Plumbing Contractors to perform miscellaneous Job Order Contracting (JOC) services to include, but limited to installation, repair, upgrades, and replacement of plumbing systems on an as-needed basis, for 1GPA Cooperative Members (Members). Services may include limited pre-construction design services (i.e. professional services) utilizing the JOC project delivery method.The method used for JOC Task Order pricing will be determined by the Member and JOC contractor prior to any pricing being completed. Acceptable methods of determining pricing may include Unit Price Book or Open Book Pricing.1GPA intends to award contracts to cover all of Arizona. Firms may also submit responses to include other states, however, firms shall follow the laws of those states they are submitting and ensure that this solicitation meets the requirements of those states. It is expected that

contracts will be awarded to up to five (5) Plumbing Contractors.This will be a one (1) year contract with the option to renew for four (4) additional years for a total of five (5) years. Background1GPA, is a non-profit national governmental purchasing cooperative that allows public agencies to take advantage of existing contracts to purchase the goods and services they need from local and national vendors. Eligible members include school districts, charter schools, universities, colleges, cities, towns, municipalities, counties, states, local governments, federal government, Native American communities, fire districts, and any other political subdivision.The Pinal County Education Service Agency’s (Pinal County ESA) Mary C. O’Brien Accommodation District acts as a Lead Agency for 1GPA. Pinal ESA provides programs and services for approximately 51,000 students within 21 public school districts, in addition to the growing number of private and charter schools within Pinal County. Also served by Pinal County ESA is a large Indian community including parts of the Tohono O’odham Nation (Papago & Pima Indians), the San Carlos Apache Indian Reservation, and Gila River Indian Community, along with the entirety of the Ak-Chin Indian Community. Pinal County was founded in 1875 and is located in the central part of Arizona between Maricopa County (Phoenix) on the north and west sides, Gila County also on the north, Pima County (Tucson) on the south and Graham County on the East. It covers an area of 5,374 square miles. The estimated population in 2021 was 439,000 and growing. The county seat is located in Florence, AZ as is the Pinal County School Superintendent’s office. The items and/or services listed under this Scope of Work may or may not apply to the specific needs of Mary C. O’Brien Accommodation District /Pinal County ESA.1GPA currently holds contract 19-12P JOC for Plumbing Services. The contract is in its fifth and final year, expiring May 1, 2024, at which time the resultant contracts from this solicitation will become effective.
