THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY AND NOT A REQUEST FOR COMPETITIVE PROPOSALS. Naval Air Warfare Center, Aircraft Division (NAWCAD) announces its intention to award a cost reimbursable bridge contract on a sole-source basis to Sabre Systems, Inc, 125 County Line Rd Ste 180, Warminster, PA, 18974 for software systems engineering and systems integration services support located at Patuxent River, MD. This bridge contract will ensure the continuation of engineering and technical services to the Naval Air Systems Command (NAVAIR), Software Engineering Department, in support of software development, test and acquisition at Patuxent River, MD. The period of performance for this effort will be 01 December 2022 through 01 April 2023 with two (2) option periods of one-month each. The applicable NAICS code for this acquisition is 541330 - Engineering Services. The statutory authority permitting other than full and open competition is 10 U.S.C. § 2304(c)(1), as implemented by
Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” Specifically, award to any other source would result in “unacceptable delays in fulfilling the agency’s requirements.” See 10 U.S.C. § 2304(d)(1)(B)(ii); FAR 6.302-1(a)(2)(iii)(B). The statutory authority permitting other than full and open competition is based upon 10 U.S.C. 3204(a)(1) (formerly known as 10 U.S.C 2304(c)(1)), Only one responsible source and no other supplies or services will satisfy agency requirements. No additional written information, formal request for proposal, or solicitation is available at this time. While this notice of intent is for informational purposes only, and not a request for competitive proposals, if a party believes they can provide this support, they may submit their technical capability information, which shall be considered by the NAWC-AD. A determination by the Government not to compete this requirement based on any responses received is solely at the discretion of the Government.
