The Delaware Department of Education (DDOE) is seeking professional services to complete an assessment of the components of the existing Equalization funding formula and develop a new allocation methodology for the Local Education Agencies (LEAs). The Equalization formula is designed to distribute state resources to districts based on their ability to generate revenue from local property taxes, promoting equity by ensuring that districts with a lower capacity to raise funds receive more assistance. This allocation is an attempt to ensure that each district has substantially the same level of resources with which to educate each student. The counties in the State of Delaware are currently in the process of countywide reassessments of market property values. The estimated timeline for total completion of the reassessment process is July 2025. The completion of reassessments will significantly impact the components of the current Equalization
