This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Request for Quotations number is 70Z0-8521-Q-P4514900 and is issued as a request for quotations (RFQ). This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-65 dated January 29, 2013. The NAICS Code is 336611. The small business size standard is 1250. This is a total small business set aside. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. All responses from interested vendors must be received on/before 0800 Pacific Time, Oct 28th,
2020, and will be reviewed by the Government.   The United States Coast Guard Surface Force Logistics Center has a requirement for the following:The CTR shall provide technical services and labor to complete replacement and repairs of the Port Shaft Seal on board CGC BERTHOLF. The port shaft seal is leaking and inoperable. Flooding could occur if repairs not accomplished. The port MX9 shaft seal requires replacement/ repair.The CTR shall provide the following:LaborMonitor shaft seal once initial dive is complete and the seal assembly is openedProvide Technical Representative qualified to perform work on Wartsila shaft seal system and installationProvide all special tools and 2 outside journeymen mechanics to support laborAttend arrival meeting to includeReview of plan and requirements with Ship’s personnelCompletion of OEM ChecklistCertified Divers to install and remove cofferdam / shaft wrapAll materials provided by diversDivers on call for safety monitoringDisassemble Shaft seals to gain access for repairs.Inspect system while disassembledIf additional parts are determined to require replacement, CG will have all parts in Stern Tube Seal Kit, GFE, available for useIf parts are not included in GFE kit, CTR shall submit a CFRIf additional services are required, CTR shall submit a CFRClean partsRebuild and repair shaft seal and seat in accordance with tech manual and drawingsMachine uninstalled seat to OEM specifications and return to the Coast GuardComplete reinstall with proper alignmentProvide detailed service report on findings and observationsReport to include list of all parts of GFE Kit used during projectReport to include determination, if any, of cause for failureCoast Guard will provide the following:GFE:Stern Tube Seal, NIIN: 01-555-7573Seat (PN: H75888-01-6 NIIN: 015759949) will be installed as new from Stern Tube Seal Kit, old Seat will be machined and returned to CGTag OutsEngine and jacking gear for shaft seal replacementAll diver tag outs as per dive checklistRemove InterferencesLow Pressure AirElectrical PowerClean Work EnvironmentWater supply for seal testingRigging of parts and tools to the work areaOperation of jacking gear to support alignmentCrane OperationDescription of Problem:Vessel is experiencing a port shaft seal leakage. The port shaft seal is leaking and inoperable. Flooding could occur if repairs not accomplished. The port MX9 shaft seal requires replacement/ repair.Location of work to be performed:USCGC BERTHOLF (WMSL 750)Coast Guard IslandAlameda, CA 94501 USPeriod of Performance:Services to be performed on Primary: October 26 – 30, Secondary: November 2 – 6. USCG Estimated time 2-4 days after shaft wrap installed and fully operational (stern tube dry) Safe for work.Cutter contact will be provided to selected company.USCGC BERTHOLF is moored at above address with restricted access.
