THIS IS NEITHER A REQUEST FOR QUOTATION (RFQ) NOR A REQUEST FOR PROPOSAL (RFP).  DO NOT SUBMIT PRICING OR PRICE-RELATED INFORMATION.  THIS REQUEST IS FOR INFORMATIONAL PURPOSES ONLY.Under Section 1607 of the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012 (RESTORE Act), funds may only be used to acquire land or interests in land by purchase, exchange, or donation from a willing seller. Furthermore, none of the funds may be used to acquire land in fee title by the Federal Government unless: (1) the land is acquired by exchange or donation; or (2) the acquisition is necessary for the restoration and protection of the natural resources, ecosystems, fisheries, marine and wildlife habitats, beaches, and coastal wetlands of the Gulf Coast region and has the concurrence of the Governor of the State in which the acquisition will take place.  The Texas Commission on Environmental Quality (TCEQ) was awarded three Grants
to date and the Mississippi Department of Environmental Quality (MDEQ) was awarded one grant under the Council-Selected Restoration Component for land purchases.Established in 1989, the Treasury Office of Inspector General conducts and supervises audits and investigations of Treasury programs and operations; provides leadership and coordination and recommends policies for activities designed to (a) promote economy, efficiency, and effectiveness in the administration of Treasury programs and operations, and (b) prevent and detect fraud, waste, and abuse in Treasury programs and operations; and  keeps the Secretary and the Congress fully and currently informed about problems, abuses, and deficiencies in Treasury programs and operations.In fulfilling its mission, the Department of the Treasury Office of Inspector General (TOIG) is conducting Market Research in search of Small Business concerns that have the following capabilities:a. The ability to perform audits of complex financial and payment information;b. Knowledge and experience with landscape and wildlife conservation, preservation and restoration standards;c. Knowledge and experience with utilizing Generally Accepted Government Auditing Standards;d. Compliance with the Office of Management and Budget (OMB), Uniform Administrative Requirements, cost Principles and Audit Requirements for Federal Awards and the Government Accountability Office (GAO), Standards for Internal Control in the Federal Government;e. The ability to perform tests of compliance with laws and regulations that could have a direct and material effect on financial statements;f. An understanding of the control activities relevant to audits to understand and assess the risk of material misstatements at the assertion level; andg.
