The Housing and Community Development Department is seeking proposals to prepare a Master Plan within ten (10) months of issuance of the award for the Joe’s Creek Industrial Park and surrounding area (Master Plan) as defined in the attached Joe's Creek Industrial Park within the Lealman CRA Map. The Master Plan should include but is not limited to:Evaluation of real estate/market conditions and potential.Assessment of infrastructure, public facility impacts, and future potential infrastructure needs.Comprehensive Plan recommendations, including Goals, Objectives, Policies, and Strategies.Land use recommendations and required submittal information for changes to the County’s Future Land Use Map (FLUM) and the Countywide Plan Map, including those required for change to a Targeted Employment Center (TEC) – Local designation, as well as a potential Activity Center or Planned Redevelopment District category designation.Zoning change recommendations to the County’s Zoning AtlasMaster Plan
Vision MapTasks in support of the Master Plan should include:Targeted public and stakeholder engagement activities, including Industrial Park business owners.Project updates to the Lealman Citizen Advisory Committee (CAC).Coordinate with other departments and agencies, as needed, including but not limited to economic development, public works, building and development review services, communications, Southwest Florida Water Management District, and Florida Department of Transportation.BackgroundThe Pinellas County Housing and Community Development Department (HCD) worked with the Lealman community to prepare and adopt (2016) the Lealman Community Redevelopment Area Plan (CRA Plan). The Master Plan is the latest project supporting redevelopment consistent with the community's vision as articulated in the adopted CRA Plan. The purpose of the Master Plan is to evaluate appropriate future land uses and zoning districts, as well as infrastructure needs for continued success and revitalization of the Joe’s Creek Industrial Park and surrounding area.Joe’s Creek Industrial Park is designated as Employment on the County’s FLUM. The Forward Pinellas Countywide Plan Map designates the area as a TEC. Under the former Countywide Rules, there was little flexibility to introduce a mixture of land uses in a designated TEC. The Target Employment Industrial Land Study (TEILS) prepared and adopted by Forward Pinellas, and incorporated into the Countywide Rules, includes new policy and strategies to support continued economic development given competing demands for land across the County; and it creates opportunity to diversify land uses in the subject area.
