ANNOUNCEMENT OF EMPLOYMENT OPPORTUNITY Human Resources Support Specialist Human Resources Department FLSA Status: Non-exempt (eligible for overtime) Pay Grade: 105 Pay Range: $17.48 to $26.23 Deadline to Apply: 10/28 /2022 Join our progressive HR team! We are seeking a Human Resources strategic partner who provides excellent customer service and loves to provide administrative support to the organization. Position Summary: Under general direction of the Human Resources Manager, this position performs administrative assistance to the Human Resources team. A variety of assignments includes scheduling, drafting correspondence, creating flyers, budgeting, scheduling interviews, processing new hire paperwork and performing customer service work. This position is a front line customer service position and provides general assistance to all levels of employees in a highly confidential, busy and customer service oriented environment. Essential Duties: Performs HR Support Specialist
assignments include the coordination of recruitment, selection, on boarding, and front-line customer service functions. Work includes posting job announcements, advertising positions, managing the applicant tracking system, screening applications, scheduling interviews, and conducting reference checks. Coordinates, schedules and assists with training class registrations, processes personnel transactions, maintains computerized databases, compiles data, researches information; and prepares reports. Performs a variety of entry level work such as receptionist duties, answering phones in a timely manner, greeting customers, preparing meeting and training rooms; ordering supplies, distributing mail; and scanning and filing. Assists with data entry, and other clerical work, including reconciliation of purchase cards. Onboards new hires, which includes I-9 verification, educating employees on insurance benefits, and the completion of new hire paperwork. Other administrative functions include providing support to the Human Resources Director and assisting with HR related projects. Assists in all areas of Human Resources and performs other duties as assigned. Minimum Qualifications: Education and/or Experience: High school diploma or the equivalent. One (1) year of Human Resources experience. An interest in developing a career in Human Resources. Preferred Qualifications: Public sector experience desirable. Licensing, Certification, and Other Requirements: Professional Human Resources certification(s) such as IPMA-CP, IPMA-SP, SHRM-CP or SCP and/or PHR or SPHR a plus. Team player with ability to accept assignments from multiple staff. Proficiency in office technology including Microsoft products and video conferencing. Excellent customer service skills. Strong emotional intelligence skills. Skill in communicating effectively, in writing for business and persuasive correspondence. Skill in all forms of clerical and administrative support work. Skill in establishing and maintaining effective working relationships with elected officials, department heads, employees and their representatives, other Human Resources, business and professional groups and citizens. Skill in database management and recordkeeping. Skill in statistical reporting, budget preparation, employee demographics and employment changes. Skill in usage of social media for branding, employee engagement and recruitment sourcing. Ability: Ability to handle confidential information discreetly and sensitively. Ability to establish priorities for own workload based upon such factors as need for immediate action, deadlines, work objectives and work schedule. Ability to learn Human Resources policies and procedures through observation, verbal instruction, and written source documents; maintain confidentiality of personnel information; respond to routine HR questions and situations or refer to HR staff. Physical and Visual Ability: Work is performed in a standard City office environment May be required to sit for extended periods of time, work in a fast paced office, and at times, under pressure to meet tight time schedules and deadlines. Safely operate a city vehicle and variety of standard office equipment including a computer terminal, telephone, 10-key calculator, copy and fax machine requiring continuous and repetitive arm, hand and eye movement. Ability to lift and carry materials weighing up to 30 pounds. Hearing and Speaking Ability: Must be able to effectively communicate and have sufficient speaking ability to clearly, concisely and effectively communicate in person, electronically and over the telephone.
