March 2024 mailto:mceniceros@grandcountyutah.net REQUEST FOR BID Storage Area Network and Servers Grand County, Utah is soliciting Bids from qualified professional firms with the intention to purchase a Storage Area Network (SAN) and Server Solution. The solution should provide scalable, virtualized storage and computing resources, which will run and manage multiple and various databases, file stores, networks and applications. Scope: The main goal of this RFB is to obtain a system that can achieve the following: * Scalable solution * Central management of SAN * Minimize backup and recovery time * Central storage for virtualized environments e.g. VMware vSphere * Data Snapshots * Off-Site Replication & Disaster Recovery * Maximum uptime * Redundant & Scalable processing resources * Excellent value to cost for usable data storage and performance- within budget Evaluation Process: Vendors should submit a bid for a solution to address the full migration & replacement of an existing SAN (Storage Area Network) including storage, switching and processing components NOTE: Each vendor must complete an NDA and a perform a site visit to receive details on existing system & budget, BEFORE SUBMITTING BID. Each Bid submitted stands alone and will be evaluated on its own merits in terms of meeting Grand County’s requirements, specifications, terms, conditions, pricing and overall responsiveness to the RFB. The evaluation committee may conduct discussions, request demonstrations or clarification of Bid with any vendor that submits an acceptable or potentially acceptable Bid. Bids may be awarded in-whole or in-part to complete the solution. The committee may assemble a final solution that may comprise of different vendors, to provide a solution that is in the best interests of Grand County. Specifications General: * Solution must be comprised of multiple (2+) nodes, which have the ability to failover to each other by utilizing automatic replication between sites * Pricing to include all applicable components to successfully implement the solution, including but not limited to: servers, storage, switches, cabling, shipping, licensing and training o All hardware must be TAA compliant * Solution must be able to be delivered, installed and operating within 30 days of award Storage Area Network: * Maximum storage per SAN node to accommodate budget, for production data such as (but not limited to): databases, ERP System Data, snapshots, swap file and file storage. * Solution must provide support for iSCSI and/or Fibre Channel, with the ability to bond interfaces and specifically route LUN traffic * Solution must provide central management of all storage resources * Solution must provide the ability for snapshotting LUN’s & VM’S * Solution must be able to manage snapshots via policy based retention system * Solution must provide remote replication to facilitate disaster recovery options * Solution must provide health monitoring, advanced warning, and disk utilization reporting * Solution must have redundant components for network, power, and enclosure interfaces * Solution must have hot swap disk drives and enclosures Description * Solution must provide RAID via 1, 5, 6, 10, 50 LUN assignments * Solution must be VMware certified * Solution must have redundant, on-board, hot-swappable components * Solution must be able to expand without downtime * Guaranteed SAN performance for a virtualized environment must be documented in Bid Servers: * Each compute Node must comprise of no less than three (3) rack-mounted servers * Each server must have at least: o Two (2)- Multi-core Intel Processors o Maximum RAM per processor based on budget o Sufficient Ethernet ports o Redundant power supplies o On-board SD card slot for ESXI or another hypervisor * Installation & configuration of hypervisors & managers and migration of virtual machines Hardware Maintenance Requirements: * Pricing must provide a minimum of 24x7x365 tech-support & next-day hardware replacement for a 5-years * The vendor must provide a detailed process for obtaining support, and if that support is based locally, nationally, or internationally. INVITATION TO BID ON RFB – INSTRUCTIONS AND GENERAL PROVISIONS 1. NO OBLIGATION IMPLIED: This Invitation to Bid implies no obligation on the part of Grand County 2. GRAND COUNTY RESERVATIONS: The right is reserved to cancel this Invitation for Bid or to accept or reject any or all bids, and to waive any informality or technicality in any bid, in the interest of Grand County. The County reserves the right to purchase such brands as it desires, irrespective of price. The County reserves the right to order, in writing, changes in the work within the scope of the contract and changes in the time of performance of the contract that do not alter the scope of the contract work. The right is reserved, unless supplier counter demands, to increase or decrease the quantity of any item(s) at the quoted price. Grand County reserves the right to select some or all of the items from any bid unless an “all or nothing” statement is included in the bid. Grand County does not guarantee to make any purchase from any bid. Estimated quantities are for quoting purposes only and are not to be interpreted as a guarantee to purchase any amount. 3. BID PREPARATION: (a) All prices and notations must be in ink or typewritten. (b) Price and detail each component of the solution separately. The total solution price will be recorded for each bid. (c) Unit price will govern if there is an error in the extension. (d) Delivery time is critical and must be adhered to as specified. (e) Whenever in this document an item is defined by using a trade name of a manufacturer and/or model number, it is intended that the words, “or equivalent” apply. “Or equivalent” means any other brand that is equal in use, quality, economy, compliance and performance to the brand listed as determined by the Grand County. If the bidder lists a trade name and/or catalog number in the bid, the County will assume the item meets the specifications unless the bid clearly states it is an alternate, and describes specifically how it differs from the item specified. All bids must include complete manufacturer’s descriptive literature if bidding an equivalent product. (f) By signing the bid the bidder certifies that all of the information provided is accurate, that they are willing and able to furnish the item(s) specified, and that prices bid are correct. (g) This bid may not be withdrawn for a period of 60 days from the bid due date. (h) Incomplete bids may be rejected. (d) All prices quoted must be F.O.B. Destination. Additional Charges including but not limited to delivery, drayage, express, parcel post, packing, cartage, insurance, license fees, permits, costs of bonds or for any other purpose must be included in the bid for consideration and approval by the County. 4. SUBMITTING THE BID: The bid must be submitted by 5:00 PM MDT April 19, 2024 by either a. Received sealed in a properly-addressed envelope, and either mailed or delivered to GRAND COUNTY CLERK, 125 E. Center St., Moab, UT, 84532. The wording: “RFB: Storage Area Network and Servers, Due: April 19, 2024” must appear on the outside of the envelope. -OR- b. Submitted through the Utah Public Procurement Place (U3P) (Jagger) (SciQuest) The Event is #GRCO202426125 Information for vendors on this method is available at purchasing.utah.gov c. The bids are opened publicly in the presence of one or more witnesses, 1 business day after the deadline. The name of the bidder and the amount of the bid is recorded and made public. 5. DEADLINE: Bids, modifications, or corrections received after April 19, 2024 at 5:00 PM MDT will be considered late and not be accepted. Facsimile transmission of bids will not be considered. 6. PROPRIETARY INFORMATION: Suppliers are required to mark any specific information in their Bid that is not to be disclosed to the public or used for purposes other than the evaluation of the bid as: “Proprietary Information”. Each request for non-disclosure must be accompanied by a specific justification explaining why the information is to be protected. Due to the sensitive nature of this purchase, details of the solution will be kept confidential; however, pricing and service elements of any bid will not. 7. BOND: Grand County has the right to require a bid bond, payment bond and/or a faithful performance bond from the bidder in an amount not to exceed the amount of the contract, if applicable. 8. WARRANTIES: Describe any and all warranties on parts and labor for each item bid, if applicable. 9. BID EVALUATION: Any item bid is subject to evaluation. Any item which fails to qualify for approval when evaluated shall not be accepted regardless of compliance to bid requirements. Bids will not be accepted from vendors who require assignment of payment to another agent. 10. AWARD OF CONTRACT: After evaluation, the contract will be awarded with reasonable promptness by purchase order to the bidder(s) that meets the specifications. The bidder may be required to complete a Grand County approved Independent Contractor Agreement (ICA). 11. ANTI-DISCRIMINATION ACT: The vendor agrees to abide by the provisions of the Utah Anti- discrimination Act, Title 34, Chapter 35, U.C.A. 1953, as amended, and Title VI and Title VII of the Civil Rights Act of 1964 (USC2000e), which prohibit discrimination against any employee or applicant for employment, or any other applicant or recipient of services, on the basis of race, religion, color, or national origin; and further agrees to abide by Executive Order No. 11246, as amended, which prohibits discrimination on the basis of age, and Section 504 of the Rehabilitation Act of 1973, which prohibits discrimination on the basis of handicap. This agreement may be canceled if the vendor fails to comply with the provisions of these laws and regulations. Vendor must include this provision in every subcontract of purchase order relating to purchases by Grand County to insure that subcontractors and vendors are bound by this provision. 12. NO COLLUSION: Per Grand County Ordinance 593 and other Utah or County policy & law. No person involved in making procurement decisions may have personal investments in any business entity that will create a substantial conflict between their private interests and their public duties. Any person involved in making procurement decisions is personally liable if the person asks, receives, or offers to receive any emolument, gratuity, contribution, loan, or reward, or any promise thereof, either for the person’s own use or the use of benefit of any other person or organization interested in selling to the County. 13.
