ADVERTISEMENT FOR ENVIRONMENTAL CONSULTANT SERVICES The University of California, Los Angeles (UCLA or University) requests a written response to the Request for Qualifications (RFQ) for consideration in selecting an energy consultant to conduct a decarbonization study for the University. To address the urgency of the climate crisis, the State-funded study of campus energy infrastructure will produce a strategy for a 90 percent or greater reduction in scope 1 emissions from fossil gas use in campus energy systems from a 2019 baseline. The plan will (1) provide decision support for campus and health system leadership to commit to the earliest possible target date for full direct decarbonization and (2) interim targets for reducing scope 1 emissions while maintaining resilience, electrical reliability, and regulatory compliance. The study will focus on the central energy system, including a 42 MW cogeneration facility, and will also address the broader scope of scope 1 emissions which
include off-campus properties UCLA is a public land-grant research university located at 405 Hilgard Avenue, Los Angeles, California 90095-1405. One of the most sought-after universities in the nation with yearly high application rates, UCLA has a daily population of over 80,000 people and a scale of operations similar to a moderately sized city with an integrated Health system, including a top hospital on the main campus. UCLA is committed to climate action and sustainability through a comprehensive Sustainability Plan (Attachment F). These efforts are also guided and governed in collaboration with the other UC locations through the UC Policy on Sustainable Practices (Attachment G) The construction cost for the project has not yet been determined and is dependent on the study's findings. The decarbonization work will be executed as part of many projects focused on different carbon emission sources¿overall costs to be developed as part of this study. Responses to the RFQ are due by 10:00 a.m. on Friday, May 12, 2023. A screening committee will determine a shortlist of firms; further steps in the selection process will be at the selection committee's discretion.
