fifteen days after receipt of Contract Documents, enter into a contract with the City of Plainview and will execute bonds on the forms provided in the Contract Documents. Any bid received after the time and date listed above will be returned unopened and will not be considered. The Owner reserves the right to reject any or all bids and to waive any informalities in the bidding.
