to perform the role of Construction Manager for the Sport Field Facilities to be constructed at undisclosed location(s) within the city. Interested parties (“Respondents”) are required to respond to this RFEOI in accordance with the instructions set forth in this RFEOI. The RFEOI will be administered through this website (JAGGAER) that is the City’s electronic procurement portal (the “Supplier Portal”). Expressions of Interest may only be submitted via the Supplier Portal in the format requested by the City. Each Proponent is solely responsible for reviewing and complying with any Supplier Portal terms and conditions which apply to and govern the use of the Supplier Portal. If there is any inconsistency or conflict between the provisions of this RFEOI and the Supplier Portal terms and conditions, then the provisions of this RFEOI will govern. 2.0 Background As a host city for the FIFA World Cup 26TM (FWC26) the City of Vancouver with support from the Vancouver Board of Parks and Recreation (VBPR), is committed to facilitating the competition in Vancouver by delivering international level training sites that meet specific requirements for facilities and fields. The required VSTS locations will include one Field of Play with the necessary support infrastructure. The VSTS are mandated to be complete and operationally ready in advance of hosting the FWC26, meeting all requirements for completion and occupancy. The City of Vancouver has retained professional consulting services for feasibility studies, program definition, design and construction contract administration for these proposed facilities. A number of Respondents will be shortlisted as a result of the RFEOI process. Group 2.1: Qualifications Instructions: 2.1.1 Mandatory Requirements: Proposals which include previous experience in the following will be prioritized (preferably within the last 5 years). Respondents are to identify fulfillment of these qualifications, including examples, in their proposals. •Pre-fab, custom modular and temporary sport and media facilities projects •Sport field and natural grass pitch construction •Temporary site services, utilities, and site development •Civil and landscaping work •Deliver projects on time, particularly for tight deadlines and fast-track projects. •Construction Management at Risk delivery with pre-construction services •Construction projects within the City of Vancouver •Mixed use developments of similar scale and complexity •Special/challenging construction projects 2.1.2 PREFERRED QUALIFICATIONS.: Preference will be given to Respondents with recent experience (preferably within the last 5 years) in: •Innovative solutions to challenging construction projects. •Creative means and methods to achieve cost and schedule savings. •Prefabrication of components or construction elements. •Fast tracked construction. •Similar sport venue experience 2.1.3 A completed form CCDC 11 - 2016 Contractor’s Qualification Statement Group 2.2: Corporate Capability Instructions: 2.2.1 Track Record: Proven track record substantiated by recent (last 5 years) and relevant client references for the Respondent; 2.2.2 Current Workload: Current workload capacity of the Respondent; 2.2.3 Key Personnel: 1) Respondent’s listing of key personnel to be included in the project team including qualifications and relevant experience; and 2) Respondent’s demonstration of sufficient qualified staff to act as back-up in case of unexpected absence of key personnel. 2.2.4 Approach and Methodology: Based on a brief (maximum one page) outline of the Respondent’s approach to the project and to risk, schedule, cost and quality control as applied to the project 2.2.5 Financial Capability: Financial capability to undertake the role of Prime Contractor. 2.2.6 Litigation History: History of any litigation or claims made against the Respondent, or made by the Respondent against the City, during the three (3) year previous to the Closing Time. 2.2.7 Insurance & Bonding Requirements: Ability to meet insurance and bonding requirements (requires a letter from a bonding company confirming the Respondent’s bonding capability). 2.2.8 Value Added: Innovative ideas relating to execution and deliverables.
