Request for Qualification Package will be available beginning February 12, 2020, at the Office of Procurement. Bidders can request a copy on the City’s website on the Procurement Department page at
www.springfieldcityhall.com.
The City of Springfield, is seeking
qualification packages from engineering firms to provide professional engineering services to prepare design plans and specifications for a MassDOT funded construction project. Work includes, but is not limited to reconstruction of a section of Birnie Avenue along with repairs to the tunnel / bridge under Birnie Avenue that connects Gerena School on Birnie Avenue, to an entrance located off of Main Street, on the east side of Route 91. The Engineer will be required to complete all phases of survey, design, specifications, estimates, etc. required by MassDOT. The exact project scope and design fee will be negotiated with the selected firm.
The Chief Procurement Officer/Designee reserves the right to reject any or all responses if in the best interests of the City. The City of Springfield goal of twenty (20%) MWBE participation applies to this project. As the service is exempt from the Uniform Procurement Act and the Designer Selection Law, the City will instead follow a traditional Request for Proposals (RFP) model, reserving the right to deviate from that model if necessary
The City of Springfield will hold a non-mandatory pre-submission conference on February, 24, 2020 at 10:00 A.M. at 70 Tapley Street, Springfield, MA 01104. All questions regarding RFQ or its specifications must be made in writing and received by the Office of Procurement no later than February 28, 2020 by 4:00 P.M. (
