213-236-1905 lewis@scag.ca.gov Bids to Owner's Agent Description Scope of Services Throughout 2022 SCAG will be conducting outreach to a broad array of stakeholders to identify programs and partners, and to develop the complete REAP 2021 application which is due to the State by December 2022. While outreach and program development is only beginning, SCAG generally expects to allocate a large portion of its funds to its regional County Transportation Commissions (CTCs) to implement programs and projects in their workplans, and another large portion of funds to programs focused on housing supportive infrastructure. Within the housing supportive infrastructure framework, some early program ideas that have arisen for further exploration (through outreach and study) include: • Investing in studies/programs that deliver the utilities needed to accelerate and reduce the cost of housing development, as well as delivering new sustainable and climate adaptive infrastructure. SCAG often refers to this focused work as “Housing Supportive Infrastructure” even though that term can apply more broadly; • Investment in subregional Housing Trust Funds to finance housing; • Technical Assistance programs for local jurisdictions that could include further investments in land use planning and also could facilitate housing development on publicly-owned land; • Development of programs targeting preservation of affordable housing with expiring covenants and/or naturally occurring affordable housing. For each of these program areas, SCAG will develop program guidelines and “calls for projects.” In some instances, funding can be directly allocated to partners and in others it will be competitively awarded.
