House Doctor Consulting Services on an As-Needed Basis Pursuant to Massachusetts General Laws Chapter 7C, §§ 44-57, the City of Boston’s Public Facilities Department (PFD), is requesting statements of qualifications (SOQ) from firms to perform “House Doctor Services” on an as-needed-basis for a five-year contract period from July 1, 2023, through June 30, 2028, in the following categories. The scope of work generally consists of investigating, evaluating, and preparing certifiable assessments, studies, and final design and construction administration services for, renovation, alteration, modernization, various new construction and additions to various facilities and sites and is further detailed in Request for Qualifications (RFQ). Disciplines include Architecture, Landscape Architecture/Civil Engineering, Surveying and Mapping Services, Structural Engineering, Mechanical/Electrical/Plumbing/Fire Protection Engineering, Commissioning Agent, Green Building/Sustainability/Energy

Efficiency, Environmental Engineering and Testing, Building Code Consulting, Property Development Services, Building Forensic Investigation and Testing Services, and Claims Review/Risk Analysis/Contract Negotiations and Recommendations. Depending on the scope of work, projects will be performed under M.G.L. c.149, §§ 44A-44J, or M.G.L. c.30, § 39M. Programs for projects will not be prepared beyond the scope stated above. The FY2024 – FY2028 House Doctor Consulting Services Application Package will be available beginning January 2, 2023 and may be obtained by requesting access via email to bid.info@boston.gov. Completed SOQ packages (one copy and two flash drives) must be clearly identified with the project title: FY2024 - FY2028 House Doctor Consulting Services – Project #7270 on the outside of the sealed envelope. SOQ must be returned by February 1, 2023, no later than 11 a.m. to the Bid Room located at 22 Drydock Ave. Suite 304 Boston, MA 02210. All technical questions are to be submitted to PFD’s Bid Counter by email at bid.info@boston.gov on or before January 24, 2023, by 11 a.m. No technical questions will be accepted after that time. Final questions and answers will be posted via an addendum at least 48 hours prior to the submission deadline.
