Information Technology Portfolio Management, Communications and Change Management Services

This announcement constitutes a Sources Sought (market survey).  This is not a Request for Quote (RFQ) or a Request for Proposal (RFP).  This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract.

Purpose of Sources Sought:
The National Institutes of Health (NIH), National Library of Medicine (NLM), Center for Information Technology (CIT) is requesting information from all qualified vendors to determine whether capability and interest exists for establishing a contract for the Office of Administrative Management (OAM) contract for Information Technology Portfolio Management, Communications
and Change Management Services.

This Sources Sought is intended to inform the NIH on the current status of industry sources that can provide the services describe below and in the accompany draft work statement. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.

Scope
The contemplated scope is to acquire expert support for administrative and strategic IT management services for CIT, which encompass program, portfolio and risk management; communication; and the management of change.

Task 4 – Communications (Time and Materials) –

Subtask 1 – Communication Services
Subtask 2 – Web Design, Development, Hosting, and Management

Submission Requirements:
The Government seeks to better understand Industry’s requirement and capabilities.  The Government and desires to identify sources (small or large business) with capabilities to provide resources to NIH with requisite subject matter knowledge and work experience.

All Respondents are asked to furnish Company Information in Part A. and provide Additional Information in Part B. below:

Part A. Company Information

Capabilities Maturity Model Integration Services Level 3 (CMMI SVC L3) Appraisal Letter.
International Standard Organization (ISO) 9001:2015 – Quality Management System certification.
American National Standards Institute/Electronic Industries Alliance standard ANSI/EIA-748, Earned Value Management Systems (EVMS) statement of compliance.
Size and socioeconomic status (i.e., small, small disadvantaged business, woman owned, etc.) of business.

Part B. Additional Information

Select which Task Area under the CIO-SP3 GWACs that this requirement best fits (e.g., TA1-10)?
Statement of capability demonstrating your company’s ability to meet the requirements stated in each Task of the draft work statement.
Given the scope of work described above and in the draft work statement, the Government would like to understand Industry’s approach to the initial provisioning of personnel.  That is, what might be a good structure for the allocating resources (e.g., shared/dedicated) and how might a structure be established that allows adjustments to personnel across tasks (e.g., due to task duration ending or changes in requirements).
What is Industry’s approach to adding, removing, sustaining, and replacing of personnel to meet the demands of the contract (i.e., changes in head count due to work, budget, change in skill sets needed, etc.).
What qualification, certification, and/or standards would your company consider appropriate or recommend for potential respondents to the scope of work described in the draft work statement.
Provide three (3) examples of contracts of similar scope, size and complexity to CIT (see attached work statement for more detail[1]) where your company has provided 51% or more of the work.
