RFQ #SHARC-534 - SOCIAL MEDIA SCREENING FOR BACKGROUND CHECKS

The County of Riverside Purchasing on behalf of the Riverside County Sheriff’s Office (RSO), is soliciting quotations to establish a contract for a Cloud-Based Program for Social Media Screening for Background checks. Riverside County is the fourth largest in the state of California covering over 7,300 square miles. The law enforcement professionals of the Riverside County Sheriff’s Office, with a staff of over 4,000 dedicated men and women, cover this expanse of southern California and are dedicated to serving the citizens of its communities with integrity, professionalism, leadership, and loyalty. The Personnel Bureau is continuously processing and completing backgrounds investigations on applicants to ensure staffing levels are maintained while losing many to attrition and retirement. Currently Personnel averages approximately 2200 background investigations fiscally. Each applicant has to be screened through social media to ensure no bias, racial or negative information is located

which would cause for these applicants to be a detriment to the agency and their vision, values and ethics. It is also a POST mandate to have checked all public facing social media accounts and have to add this information to each of the background hire reports as a tab specific to social media checks. The requested software will assist with the background process of our applicants and search public facing social media databases to ensure we are abiding by SB2 and POST hiring guidelines. This service will allow for a more in-depth search to locate information which otherwise would not be located by a basic “Google” search. RSO is also requesting software installation and training. The County may award a contract without negotiation; therefore, bidders should submit their lowest pricing initially. This technologically basedsocial media screening will utilize search engines that comb through thousands of social media posts specifically seeking drug use, hate speech, explicit images, obscene language, and various other problematic identifiers.
