VISN 23 has an existing contract for software and support from Mammography Reporting System, Inc., which has since been acquired by Volpara Solutions, Inc. and the company has now released a new version of breast imaging software with the latest risk assessment algorithms. The software is proprietary, and no other company is authorized to support the system. Volpara will also be able to support a seamless migration of existing imaging data to a new system. No other company besides Volpara would be able to provide the software updates, upgrades, and technical support necessary for the software installed in VISN 23 and these services are essential for the ongoing maintenance and usage of the application. Market research was not conducted as part of the service contract as the software was previously competed and competitively awarded.  With the proprietary nature of the software, no other company would be able to satisfy our needs for software updates and
