DOWNLOAD COMPLETE BID PACKET Section 901 ADVERTISEMENT DeSoto County, Mississippi Amazon Transportation Improvements The Board of Supervisors of DeSoto County, Mississippi, will receive bids for the construction of public improvements for the Amazon Transportation Improvements Project, no later than 10:00 A.M., Local Time, June 22, 2021, at the DeSoto County Administration Building, located at 365 Losher Street, Suite 340, Hernando, MS 38632. All bids so received will be publicly opened and read aloud. The work shall consist essentially of the following items: Site A consists of the construction of 1,200 lf of new roadway with curb, gutter, sidewalk, and related storm drainage infrastructure, traffic signal installation, and construction of a 240 ft deceleration lane at Hacks Cross Road. Site B consists of constructing an 1,000 ft acceleration lane at Highway 302 and Polk Lane All other related items of work required to complete the project are as shown and specified in the Contract
Documents. The above general outline of features of the work does not in any way limit the responsibility of the contractor to perform all work and furnish all plant, labor, equipment and materials required by the specifications and the drawings referred to therein. The attention of bidders is directed to the Contract Provisions governing selection and employment of labor. The Board of Supervisors of DeSoto County hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged and women’s business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Specifications and the drawings referenced to therein are on file in the Office of the County Engineer at 2373 Gwynn Road in Nesbit, Mississippi, and the Office of Procurement during normal business hours. Specifications and drawing may also be viewed at Waggoner Engineering, Inc.’s office located at 2475 Memphis Street, Hernando, Mississippi. Information concerning this bid can also be found on the Procurement Page @ desotocountyms.gov at no cost or from Central Bidding at www.centralbidding.com for a fee. All bids must comply with the specifications provided. DeSoto County reserves the right to amend the specifications, as necessary, and agrees to notify all having requested bid packets from the DeSoto County Office of Procurement. Hard copies of the bid documents may be purchased from Waggoner Engineering, Inc. for a non-refundable fee of $100.00. All checks should be made payable to Waggoner Engineering, Inc. Each bidder shall comply with the laws of the State of Mississippi for bidding procedures and licensing requirements. All bids submitted in excess of $50,000 by a prime contractor or subcontractor to do any building, construction, repair, maintenance or related work must comply with Section 31-3-21, Mississippi Code of 1972, by securing a Certificate of Responsibility from the State Board of Public Contractors or by showing a statement to the effect that the bid is less that $50,000 and Certificate of Responsibility provision does not apply, on the outside of the envelope. Bidders are to include their Certificate of Responsibility number on the outside of the envelope when applicable. In accordance with Miss. Code Ann. Section 31-3-21(3), preference shall be given to resident contractors. Nonresident contractors submitting a bid shall attach thereto a copy of this resident state’s current preference law, if any, pertaining to such state’s treatment of nonresident contractors. Each bid shall be accompanied by a Cashier’s Check, Certified Check on a solvent bank or a Bidder’s Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, payable to DeSoto County as bid security. Bidders shall also submit a current financial statement, if requested by the County. The successful bidder will be required to furnish a Performance Bond and a Payment Bond each in the amount of one hundred percent (100%) of the contract amount. The proposal and contract documents in its entirety shall be submitted in a sealed envelope and deposited with the DeSoto County Office of Procurement, 365 Losher Street, Suite 340, Hernando, MS 38632 prior to the hour and date above designated. No stripped bids will be accepted. Electronic bid submissions can be submitted at www.centralbidding.com. Electronic submissions will require the bidder to deliver their Certified Check or Bid Bon separately prior to the bid opening. Work to be performed shall be in accordance with the “Mississippi Standard Specifications for Road and Bridge Construction, 2017”, together with all amendments and/or special provisions and/or addenda to the standards duly approved and adopted, unless otherwise noted in these specifications.
