USACE intends to award a Sole Source contract for replacement dredge equipment to Ellicott Dredge Technologies, LLC, the original equipment manufacturer. Please refer to the following Sources Sought Requirements for detailed information:Sources Sought Requirements for the Georgetown Reservoir Basin 2 Automatic Dredge and Control System ModificationsThis document describes the previous design, fabrication, and commissioning experience that each interested dredge manufacturer must document in their response to this Sources Sought Request. The experience requirements are based on the existing Georgetown Reservoir Basin 2 Automatic Dredge and Control System.  Sources Sought Experience RequirementsDredge manufacturers expressing interest in this Sources Sought Request shall provide documentation of successful past experience designing, fabricating, and commissioning at least three
similar electrically powered, unmanned, fully automatic, programmable logic controller (PLC) controlled dredge systems, including automated dredge, cable-based lateral movement systems, and associated controls in the past 10 years. Documented previous experience shall include the design, fabrication, and commissioning all of the individual dredge system components/capabilities included on the existing Georgetown Reservoir Basin 2 dredge system as described below. Interested manufacturers shall also document how they served as the overall system manufacturer/integrator for these system components on previous projects.Previously designed systems shall have included electrically powered residuals dredges, automatic dredge cable positioning systems, closed loop cables, pulleys, supports, and associated control systems, as well as cable-tensioning winch and dredge travel winch equipment and controls systems as required to provide a completely automatic residuals dredging system suitable for installation in a large concrete-lined sedimentation basin measuring approximately 1,000 feet by 1,200 feet.Existing Georgetown Reservoir Basin 2 Dredge System Components and CapabilitiesThe existing Georgetown Reservoir Basin 2 Automatic dredge system includes the following major components and capabilities:Electrically powered dredge capable of automatic un-manned removal of water treatment residuals from a large water treatment basin. Dredge system includes discharge hose flotation system, electric-driven hydraulic power unit, electrically powered variable speed submersible-type residuals discharge pump with 600 -1,200 gpm capacity mounted to a pivoting truss arm/pipe that automatically raises and lowers via a hydraulic powered winch, and a hydraulic-powered variable speed auger at the end of the pivoting truss arm. The hydraulic power unit also operates a separate on-board winch attached to a traverse cable spanning the width of the basin and furnished by dredge system supplier. Dredge travel winch allows the dredge to travel along the traverse cable as it dredges the residuals from the basin. Dredge travel speed, residuals pump operating speed, auger speed, and auger depth are automatically controlled by an on-board Allen Bradley PLC control system with speeds automatically increased or decreased in response to residuals density and flow as measured by an on-board magnetic flow meter and sludge density meter. Dredge can maintain a constant dredge residuals density or flow regardless of the density of residuals deposited in the treatment basin.Dredge system is capable of automatically reversing direction and returning to the initial end of the basin, shifting the dredge travel path by a predetermined distance equivalent to the width of the dredge (as measured by on-board encoders that monitor the relative position of the dredge within the treatment basin), and restarting automatic dredging in the subsequent dredge passes. Dredge control system can program numerous dredge recipes consisting of multiple dredge passes of different sizes and configurations to permit fully un-manned operation of daily dredging.Dredge system includes continuous monitoring and display of tension in each dredge system positioning and travel cable using dedicated tensiometers included with the dredge system. Tensiometer output is transmitted via fiber optic cables to automatic shore panel PLC-based control system via Flex I/O with provisions for automatic shutdown of the dredge system whenever high tension is sensed in any dredge cable.Dredge system supplier must be capable of demonstrating previous experience programming dredge control systems including Allen Bradley PLC control systems, associated control and safety components and operator interface terminals with in-house programming staff as necessary to furnish safe and reliable automatic residuals dredging systems.Dredge system supplier shall have capability to add future GPS-based dredge progress tracking system capable of monitoring real-time dredge position, dredged progress within basin, and dredged solids inventory. Anticipated Georgetown Reservoir Basin 2 Dredge System ModificationsThe following modifications are anticipated to be required for the existing Georgetown Reservoir Basin 2 dredge system:Design, fabricate, ship, and commission a new electric dredge with similar capacity and automatic operation capabilities as the existing dredge. Enhancements to be incorporated into the new dredge include provisions for dredging solids to a depth of 30 feet below the water surface, an upgraded PLC system, an upgraded radio telemetry system, enhancements to existing bilge pump and control system, and new dredge control panel with integral air conditioning unit. Replacement dredge shall be capable of fully automatic operation in combination with existing dredge positioning and travel cable systems and controls and shall be programmed to operate seamlessly with existing Allen Bradley PLC-based control program.Modify existing dredge shore control panel to replace the existing Allen Bradley PLC with an upgraded PLC, including operating program enhancements as required to accommodate other new system components. Also upgrade existing shore control panel air conditioning unit and radio telemetry system that communicates with the floating dredge.Upgrade existing Point I/O system to Flex I/O in the three existing winch control panels that operate the cable winch systems and reprogram the other dredge components as necessary to accommodate this control hardware change. Also replace the air conditioning units in the three winch control panels.Commission the entire upgraded Georgetown Reservoir Basin 2 dredge system, including a full demonstration of all sub-system automatic capabilities and controls.
