The Department intends to award one agreement under this Request for Qualifications and Experience (RFQ&E).This RFQ&E describes the insurance brokerage services the Department anticipates will be required, but is not to be interpreted as a complete, exhaustive, or final description of the desired Scope of Services. The actual Scope of Services to be provided by the successful Respondent will be determined
during contract negotiations with the Department following the selection of a Respondent for recommendation to the County Board of Supervisors (Board) for contract award.The Department invites all Respondents interested in providing the requested services to submit a SOQ&E in compliance with the requirements of this RFQ&E.BackgroundThe County owns and operates SMF; Mather Airport (MHR); and Franklin Field (F72) through the Department, which also operates Sacramento Executive Airport (SAC) under a lease with the City of Sacramento. SMF, MHR, F72 and SAC are all located within the County’s limits. The County’s Board oversees the operations of the Department. The Department is led by the Director of Airports (Director), who reports to the Deputy County Executive for Community Services and is authorized to administer the affairs of the Department.SMF opened in 1967 and is the only commercial service airport in the County. SMF is a Part 139 medium-hub airport and handled 12 million passengers in calendar year 2022, in addition to serving cargo and General Aviation (GA) users. Due to significant growth over the past 5 years, demand at SMF now exceeds capacity in peak periods for gates, the automated people mover, automobile parking, facilities for transportation network companies, rental car facilities, and roadways. To address these needs, SMForward’s major program elements include the expansion of Concourse B; the construction of a pedestrian walkway between Terminal and Concourse B; the expansion of Terminal A; and the construction of a parking garage, a consolidated rent-a-car facility (ConRAC), Ground Transportation Center, and necessary roadway realignments to facilitate the new infrastructure.In light of the major capital projects involved with SMForward, the Department is interested in various methods and approaches to insure its construction projects (which will be delivered utilizing various project delivery methods). The selected Consultant will work with the Department and the County’s Risk Management Office to provide the requested services.While the Department does anticipate awarding a contract under this RFQ&E, there is no requirement or guarantee that it will do so; there also is no requirement or guarantee that the Department will use any particular method(s) or approach(es) for insuring its construction projects, or that it will purchase any insurance.
