This is a Sources Sought Notice from the NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office seeking information on potential Small Business firms under NAICS code 541611 qualified to provide Executive Senior Program Consultant services to support the Office of the Chief of Naval Operations (OPNAV)â€TMs Programming Division (N80). N80 is responsible for developing and submitting the DONâ€TMs long-range financial plan (Program Objective Memorandum – (POM)) and budget to the Office of the Secretary of Defense (OSD). N80 is also responsible for integrating and aligning POM products through the OPNAV staff such as the annual Presidentâ€TMs Budget narrative, issue storylines and the Chief of Naval Operationsâ€TM (CNO) annual Posture Statement for Congressional testimony. Other support includes preparing OPNAV Deputy Chief of Naval Operations N8 for Congressional testimony, hearing preparation papers, and responses to questions for the record. N80 is also responsible for
developing external messaging for the CNO, N8 front office, and on various facets of the Navy Program to military, civilian, public and private organizations. Additionally, N80 produces analysis of programs and activities across the Navyâ€TMs portfolio, integrating strategic objectives with data-informed analysis and projected program outcomes. Each year, the Navy requires intensive program analysis in order to make educated budget programming decisions while ensuring mandated guidance is followed. The contractor shall be capable of providing sound counsel for N80 in balancing the POM based upon limited resources and numerous requirements. The N80 staff develops and implements procedures to collect, evaluate, and devise funding strategies to meet the programmatic priorities of the DoD, Secretary of the Navy (SECNAV), Chief of Naval Operations (CNO), Fleet and Fleet Combatant Commanders. N80 also serves the OPNAV staff by conducting the Resources and Requirements Review Board (R3B) to review and approve major program requirements and resolve cross-sponsor issues. The submission of information in response to this notice will assist the Government in identifying potential sources and determining if a competitive solicitation is appropriate. A draft performance work statement is attached hereto for review. A submission shall not be construed as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this Sources Sought Notice will be treated as information only and part of market research and will not be shared outside of the Government. No entitlement to payment of direct or indirect costs or charges by the Government will arise because of contractor responses to this announcement. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. The expected NAICS code for this procurement is 541611. Any information submitted is voluntary. It is requested that interested firms submit (1) the NAME, ADDRESS, PHONE NUMBER, EMAIL ADDRESS, and CAGE CODE of the firm; (2) a capabilities statement including summary of their service (no more than 5 pages); and (3) their SIZE STATUS under NAICS code 541611. Restrict all responses to non-proprietary information. Be advised that all submissions become Government property and will not be returned.
