The purpose of this notice is to identify sources capable of performing this project and to receive responses from those firms to assist the Government's acquisition planning. This survey does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. This notice is NOT a solicitation. The Government will not pay for any information provided as a result of this market survey.This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing

All information submitted by respondents that they consider confidential and not releasable to third parties outside of USACE, and its employees, agents, consultants, and representatives, must be clearly and conspicuously marked.SYSTEM FOR AWARD MANAGEMENT (SAM) All interested companies, including joint ventures, shall be registered in the SAM database in order to be eligible for award of Government contracts.  https://www.sam.gov. LOCAL SOURCES - CONTRACTOR APPLICATIONSFirms which have not submitted Contractor Applications to this office are requested to go to the U.S. Army Corps of Engineers, Japan Engineering District, Contracting Division website:  https://www.poj.usace.army.mil/Business-With-Us/ to download the Contractor Application.  Such firms shall be required to complete the aforementioned application and submit original documents indicating they are registered with the Government of Japan to perform construction in Japan and possess both the necessary construction licenses and permits required to perform the requisite work identified in the solicitation.  Interested Joint Venture partners who have individually submitted a Contractor Application previously are not required to submit a single, JV Contractor Application. This documentation must be submitted before, or No Later Than the time of bid/proposal submission to allow POJ to verify your company as a “Local Source.”This contract will be performed in its entirety in the country of Japan and is intended only for local sources. Only local sources will be considered under this solicitation. Local sources are sources (e.g. corporations, partnerships, or Joint Ventures [For a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or, in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and authorized (i.e. licensed and registered) to perform in Japan, the type of construction work specific in this solicitation. Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and must fully comply with all applicable laws, decrees, labor standards, and regulations of Japan during the performance of the resulting contracts. In addition, prior to award of the contracts, offerors must be registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits to perform work required under this solicitation. The U.S. Government will not offer “United States Official Contractor” status under Article XIV of the US-Japan Status of Forces Agreement (SOFA) to U.S. contractors normally resident in the United States; nor will the U.S. Government certify employees of such contractors as “Members of the Civilian Component” under Article I(b) of the SOFA.--------------------------------------------------------------------------------------------------------------------PROJECT INFORMATIONProject Title:  Shariki Communications Site Electrical Infrastructure Upgrades/ HTT-M Pad/ Mobile Electric Power (MEP) Fuel SystemProject Location:  Shariki Communications Site, JapanProduct Service Code (PSC):  Y1PZ – Construction of Other Non-Building FacilitiesNAICS Code:  237990 – Other Heavy and Civil Engineering ConstructionProject Magnitude:  Between ¥100,000,000 and ¥500,000,000 ($1,000,000 and $5,000,000) (FAR 36.204)Project Description:  Design-Bid-Build. Elec Infr:  Provide new communication cable U-trenches from the existing U-trench system over to the existing gravel pads for the assets.  The project will also provide a connection point at the 4,160 V MTS-4 with a medium-voltage isolation switch to a 200 kVA transformer and disconnect for a 208/120-volt, three-phase, 800-amp service for the future HTT-M project provided (by others), a 208/120-volt, three-phase, 200-amp service to the shelter pad, and two 120-volt, single-phase, 15-amp circuits.  One 15-amp circuit will be for the shelter pad and one 15-amp circuit will be for the trailer pad.  The new services will all be 60 Hz.  The new communication U-trench will be routed from the Shelter and Trailer pads on the west side of the road, then transition under the road in duct bank, while maintaining power and communication separation, and then revert back to U-trench and continue on east of the road to intercept existing U-trench infrastructure.  All new power will be run underground in existing or new U-trenches. The new U-trench for communication support shall tie into the existing U-trench that has access to the CCS Building.  Provide designs for U-trenches, conduit sizing and lengths to meet facility needs and above-ground weatherproof enclosures.  The design effort will include electric power distribution cables and equipment, trenching/conduits, and other infrastructure and structural support as required.HTT-M Pad:  New construction at the Shariki Communication Site (SCS) supporting the Hardened Transportable Terminal-MDA (HTT-M) and another MDA asset.  Install cast-in-place concrete pad to support weight distributions of up to 67,860 lbs. to accommodate the communications shelters of the HTT-M.  Pad dimensions are approx. 667 SY (6000 SF). New fuel lines and infrastructure will be installed to support the generators.  Supporting facilities include new trenching and conduit to the pads for electrical and communications and includes all required civil site prep work.Fuel Line:  Install a fuel piping system to supply fuel to (2) generators powering the asset during their use in the Shariki Short-Term Solution.  Currently there is no fuel supply to the location of the generators requiring manual fuel fill.  The generators in need of fuel supply via fuel lines, are MEP- 809A generators.  There is an existing fuel distribution system onsite at SCS, which has available manifold connection points for the new generator fuel lines.  Connect new fuel lines to the existing fuel distribution system.  Route the new lines around existing structures and under the existing roadway.  Install a below grade connection point for each generator adjacent to the electrical generator gravel pad.  A fuel hose will then need to be installed for each generator to carry the fuel from the stub up adjacent to the gravel pad, to the generators.Draft specifications and drawings are being provided for INFORMATIONAL PURPOSES ONLY and may change upon formal issuance of solicitation. ****************************Revised 30 November 2022***************************Estimated Period of Performance: 12 months 401 calendar days****************************Revised 30 November 2022***************************--------------------------------------------------------------------------------------------------------------------Proposed Procurement Method:  The Government anticipates the issuance of an Invitation for Bid (IFB) solicitation in accordance with FAR Subpart 36.3 and FAR Part 14.Results of this market research will assist the Government in acquisition planning.  This survey does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award.This contract will be performed in its entirety in the country of Japan, and any solicitation posted will be intended for local sources only.
