SKAGIT COUNTY PUBLIC WORKS DEPARTMENT Request for Qualifications for On-Call Engineering & Naval Architect Services You must be a contractor on the MRSC Roster to submit an RFP for this project. Scope of Work:Skagit County is interested in obtaining marine engineering and naval architecture services for the Ferry Division of the Public Works Department. The Guemes Island Ferry has been owned and operated by Skagit County since the early 1960’s. The current vessel, Guemes, was built in 1979 and put into service in 1980. Guemes is U.S. Coast Guard (USCG) inspected as a Subchapter T passenger vessel. The USCG requires that the vessel be dry-docked every 24 months for inspection. The last haul-out and maintenance was performed in March 2023. The ferry is scheduled for another haul-out and maintenance in 2024 or 2025. It is anticipated that within the scope of work for this contract, the selected Consultant will provide contract plans and specifications and shipyard support for the Ferry
Division. At this time, Skagit County is hiring for services that include, but may not be limited to: assisting Skagit County in the preparation of shipyard contract specifications, provisions and plans; providing shipyard support while Guemes is in dry dock; working with the County to assemble maintenance plans based on replacement schedules for the vessel and machinery; provide engineering for other vessel-related projects; and other tasks and services as needed associated with preserving/maintaining the vessel or tasks arising from any of the aforementioned services Submittal:Cover letter shall include the following information: Firm name, phone number, and email address; Name of Principal-in-Charge, Project Manager, and Key Personnel. The submittal package shall be limited to one (1) page cover letter and a maximum of six (6) pages of qualifications (single-sided, letter size), stating qualifications. Submittals that exceed the maximum number of pages or do not include the specified data will not be accepted.
