Dec 26, 2017 8:42 am The current ceiling for this Contract is $19,749,345. USAID/Haiti intends to extend the period of performance by twelve (12) months and increase the total estimated cost of the contract by $3,600,000 to continue providing technical assistance services to support the Government of Haiti as follows:
a. Ongoing support in the form of expert consultancies that build the political will among parliamentarians for passage of key legal reforms, especially a decentralization framework law that will fully enshrine decentralization in Haiti.
b. Similar support to Haiti's departmental associations of mayors to enable them to continue their advocacy for increased funding for priority municipal development projects in next year's annual national budget, and from the Development Funds for the Territorial Collectivities (FGDCT).
c. Communications to build public awareness and support for legal reform and increased central government funding for priority municipal development projects.
d. Logistical support to the ten partner communes for public hearings to develop their FY 2019 municipal budgets.
e. Technical assistance to the Ministère de l'Intérieur et des Collectivités Territoriales and the ten partner communes to deepen the capacity to maintain and repair the IT system in which the municipal public finance management system called CIVITAX is housed.
f. Technical assistance to the ten partner communes to ensure their staff can update and expand the municipal property tax rolls using the mobile app version of CIVITAX.
