Solicitation Description: Pursuant to: (1) the LoanSTAR (“Saving Taxes and Resources”) Revolving Loan Program of the Texas State Energy Program (“SEP”) in accordance with the Energy Policy and Conservation Act (42 U.S.C. §6321, et seq.), as amended by the Energy Conservation and Production Act (42 U.S.C. §6326, et seq.); (2) the Oil Overcharge Restitutionary Act, Chapter 2305 of the Texas Government Code; and (3) Title 34, Texas Administrative Code, Chapter 19, Subchapter D, Loan Program for Energy Retrofits, the Texas Comptroller of Public Accounts
(“Comptroller”) through its State Energy Conservation Office (“SECO”) announces its LoanSTAR Revolving Loan Pilot Program Request for Applications No. BE-G24-2022 (“RFA”) and invites applications (“Applications”) from eligible interested governmental entities for loan assistance to perform energy-related cost reduction retrofit activities. This RFA allows applications to be submitted from the time of issuance until August 31, 2022. Applications received under this program will be reviewed on a first-come, first-serve basis during the open enrollment period. The anticipated schedule of events for this solicitation is as follows: Issuance of RFA – Friday, November 5, 2021, after 10:00 a.m. CT; Applications Deadline – Wednesday, August 31, 2022, 2:00 p.m. CT; Loan Approval and award – As soon thereafter as practical and/or when funding becomes available. Applications that do not have MOU commitments BY September 30, 2022, will expire. Comptroller reserves the right, in its sole discretion, to modify this schedule of events and notice of changes will be posted on the Electronic State Business Daily (“ESBD”) at:
