Deane 619-533-5270 SDeane@sandiego.gov Bids to Owner's Agent Description Scope of Services The City of San Diego (City) is seeking applications from interested qualified Artists to provide public art services for Hidden Trails Park Public Art Project, H2326144. An Artist or artist team is sought to design, fabricate, and transport permanent, site-specific artwork for Hidden Trails Park and consult during installation of the artwork at the site by the City of San Diego (City). Funding for the artwork is provided by the City. The City will administer the process of Artist selection and artwork development. The artwork resulting from this process will become the property of the City and will be accessioned into the Civic Art Collection. This Request for Qualifications (RFQ) describes the project, the required scope of services, the Artist selection process, and the information that must be included in the Statement of Qualifications (hereinafter referred to as the Application). Failure to submit information in accordance with this RFQ's requirements and procedures may be cause for disqualification. Other Details Site and Context: Ocean View Hills, also referred to as Ocean Crest, is among the newest communities in the southern section of San Diego. It is part of the larger Otay Mesa community, a diverse, international neighborhood due to its proximity to the U.S./Mexico border. Framed by the 805 and 905 freeways, the territory surrounding the Hidden Trails Park project was largely undeveloped until the late 1990s. Recent development includes the Hidden Trails subdivision, as well as new schools and shopping centers. The hilly terrain is notable for its many vistas, and contrast between the scenic landscape and industrial and commercial development. Hidden Trails Park will convert 3.7 acres of open space along Parsons Landing to a new developed park, primarily serving the surrounding Hidden Trails residential subdivision. The new park will include a half basketball court, exercise equipment, play areas, site furnishings, and public art. The following may provide more information about the Otay Mesa Community: https://www.sandiego.gov/planning/community/profiles/otaymesa/currentplan The City has entered into a contract with Spurlock Landscape Architects to prepare the construction documents for the new park. Upon completion of the construction documents and permitting, the City will advertise a contract for bid to hire a general contractor for construction of the new park. Completion of construction plans is expected in first half of 2023 with construction of the park by the end of 2025* (*Dates are approximate and subject to change). The City of San Diego Park System The City's parks system consists of over 42,000 acres of assets, including parks, shoreline, and conserved open spaces, managed by the Parks and Recreation Department. When combined, these assets make San Diego the second largest urban parks system in the United States by land area. The system also offers a wide array of programs and events at recreation centers, aquatic complexes, teen centers, ranger stations, and visitor centers. The City’s parks system consists of varied park spaces and recreational facilities. From regional resource-based parks with trails and natural landscapes to community and neighborhood parks to developed regional and shoreline parks and beaches. These different park typologies interconnect to form a citywide ever changing, dynamic parks system. Serving over 50 million estimated residents and visitors each year, the parks system offers countless benefits to people in San Diego’s neighborhoods. Parks provide organized and informal opportunities for fitness, socializing, leisure and play. The selected Artist will create permanent, site-specific artwork for Hidden Trails Park that responds to the unique context of the park site. Other considerations include (but are not limited to): the purpose of the park; its relationship to the local context; and its importance in creating livable and walkable communities. The artwork can be integrated into the design of the park in many possible ways and there are a variety of possible approaches to the project. The selected Artist is expected to develop working relationships with City staff, the project design team, and construction contractor and collaborate with them during the design, fabrication, and installation phase of the project. During the design phase, the specific location for incorporating artwork into the park will be identified through a collaborative exploration between the project design team and Artist. The Artist will design, fabricate, transport the artwork, and consult during installation of artwork on a timeline that parallels the park project schedule.
