Fiber Internet BPA Service

1.  The 27th Special Operations Contracting Squadron, Cannon AFB, New Mexico intends to award a single source Blanket Purchase Agreement (BPA) to Plateau Telecommunications for Fiber-Based Business Internet Service. Package options in the 100 MB, 500 MB and 1G wireless Internet connection speeds are required to meet operational requirements throughout CAFB facilities. The Quality of Life at CAFB has been affected by the lack of internet connection speeds service, even more so with COVID-19 because more of our families and Airmen are demanding the use of this service as work from home and school is becoming the norm. In order to meet this demand, the fiber Internet service BPA will provide three bandwidth packages to meet the various demands for CAFB customers. The local competitors provide cable and DSL based infrastructures. Because fiber provides greater bandwidth, fiber is far superior to cable and DSL. This bandwidth increases internet speed and maintains higher upload and

download speeds. Cable and DSL speeds vary greatly depending on the number of users where fiber does not. In addition, Plateau Telecommunications has 81,200 linear feet of fiber optic cable already in place at CAFB. It has been determined to be in the best interest of the Government to utilize the fiber in place and execute the internet service with Plateau Telecommunications.  2.  This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.106-1(b). The anticipated award date is 21 August 2020. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the product/services listed above. As authorized by FAR 5.203 (a)(1) the deadline date for the submittal is 20 August 2020 at 04:00 PM Mountain Standard Time.3.  A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government.
