NOTICE OF INTENT TO AWARD SOLE SOURCE: The Northeast Fisheries Science Center, Woods Hole, Massachusetts intends to award, on an sole source basis, a Fixed Price contract in accordance with FAR Part 13 Simplified Acquisition Procedures, for the Non-Personal Services for the purchase of DNA Next Generation Sequencing Services with Cold Spring Harbor Laboratory, 1 Bungtown Road, Cold Spring Harbor, NY, 11724-2209.The proposed contract action for DNA Next Generation Sequencing Services for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C 2304©(1) as implemented by FAR 13.106-1(b)(1), only one responsible source. The Government intends to make an award by September 2017. This notice of intent is not a request for quotes. Next Generation Sequencing service, the Milford Lab expects to conduct finfish diversity survey to decide if habitats with aquaculture gears host more diverse finfish communities than feature-less bottom habitats. Another expected outcome of this contract is to collect sequencing data to determine the seasonal change in epiphytic microbial community compositions on sugar kelps. Reaching both these goals rely heavily on high-throughput sequencing of amplicon libraries, which is best conducted on Illumina MiSeq Next Generation Sequencing platform.Period of Performance: Base Year plus one (1) Option Year.A determination by the Government not to compete this requirement based on responses to this notice is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.Interested firms may identify their interest by providing a capability statement no later than Wednesday, 23 August 2017 at 12:00 PM Eastern Standard Time. The capability statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required item. Oral communications will not be accepted.
