Description of Exeter Area
District Office Lease To rent in greater Exeter, NH area for a five (5) year term commencing January 1, 2025 of office space for the NHDOC, Division of Field Services, for use as a probation and parole reporting office. The space offered must be move in ready (turnkey) and meet or be renovated to meet the States programmatic needs and specifications, which include but are not limited to the following: 2. Outline of Minimum Required Space Provide approximately 3,000 to 4,000 square feet of space renovated to the Tenants specifications provided in turnkey condition. 3. Landlords Lease Rate Proposals must offer a full gross lease rate, inclusive of all utilities (heat, electricity, air conditioning, water, and sewer) and inclusive of all real estate taxes, insurance, building and site maintenance services. The proposed schedule of annual rent (proposed rate for each of the five (5) years of the term) must be inclusive of all fit up costs. Favorable consideration will be given to proposals that also include provision of janitorial and recycling services. 4. Location Proposals that offer office space located in existing and/or downtown buildings shall be shown favorable preference during the RFP review process. This favorable preference is required by RSA 9B, the State of New Hampshires Smart Growth initiative. 5. Architecturally Barrier-Free Access All interior and exterior areas of the proposed facility, parking lot, and site, inclusive of the sidewalks and pathways leading to the proposed premises, must comply with or be renovated to comply with all current codes and regulations regarding provision of architectural barrier-free access. These codes include but are not limited to the Code for Barrier-Free Design for the State of New Hampshire (IBC 2015, ICC/ANSI A117.1-2015 citations), the State Building Code (IBC 2015, ICC/ANSI A117.1-2015, and NFPA 101 v.2015 citations) and the Americans with Disabilities Act Standards for Accessible Design Code (ADAAG citations) as required by RSA 275-C. 6. Permits and Testing The responsibility and costs of all required permits and testing shall be borne solely by the Landlord. 7. Clean Indoor Air If the proposed premises are selected and a lease subsequently executed after completion of any renovations, but prior to Tenant occupancy, the Landlord shall have the interior space tested for, and provide State certified compliance with, the rules set forth by the Department of Environmental Services in Chapter Env-A 2200; as required by the Clean Indoor Air Act RSA 10-B. 8. State of New Hampshire Energy Code All proposals offering new construction and/or renovation that exceeds or adds 25 percent (25%) to the existing gross floor area must comply with the State of New Hampshire Energy Code. Proposals which exceed the energy code by at least an additional 20 percent (20%) shall be shown favorable preference. a. All proposals selected by the State as viable for design development (phase two of the RFP process) shall be required to provide a life cycle analysis and commissioning report along with their proposed final design/build floor plan and specifications. Parking Sixteen (16) parking spaces must be provided for the Tenants use, provision of parking shall be without additional charge, and included in the proposed annual rent. a. Of the sixteen (16) spaces provide at least one (1) parking space properly configured for (8 wide parking space with 8 wide access aisle) and designated as Van Accessible for use by wheelchair users. This space must be adjacent to the buildings visitors entrance but may be shared in common with other Tenants. b. All parking lots shall be paved and striped as required by the 2010 ADA Standards for Accessible Design and/or current (2024-25) zoning ordinances. c. Snow Plowing and Removal: The Landlord shall make best efforts to provide for rapid and consistent ice and snow plowing and/or removal from all steps, walkways, doorways, sidewalks, driveway entrances and parking lots, including accessible parking spaces and their access aisles, providing sanding and/or salt application as needed. Plowing and/or removal shall be provided prior to Tenants normal working hours, however, additional work shall be provided as needed during the Tenants working hours if ice accumulates or if more than a 2 build-up of snow occurs. Best efforts shall be made to provide and maintain bare pavement at all times. In addition to the foregoing, the Landlord shall provide plowing and/or ice and snow removal service with diligence sufficient to maintain availability of the number of Tenant parking spaces designated in the Agreement herein for the Tenants use, clearing said spaces within twelve (12) hours of snow and/or ice accumulations. The Landlord shall sweep and remove winter sand and salt deposited in the above referenced areas by no later than June 1st of each year. 10. General Scope of Work Upon completion of any necessary construction and/or renovations the proposed premises shall be turned over to the Tenant in turnkey condition. Work provided shall include but not be limited to site, utility, finished flooring and finished walls/painting, properly lit parking lots and access thereto, sidewalks to the building, and all exterior and interior fit up. Provision of interior fit up will include but not be limited to provision of all walls, doors and frames, ceilings, hardware, millwork, finishes, fixtures, heating, ventilation, and air conditioning systems, fire suppression sprinkler systems, telecommunications and data, lighting, and electrical systems. All electrical circuitry, electrical outlets, telecommunications and data outlets required by the Tenant shall also be provided. 11. Heating Ventilation and Air Conditioning (HVAC) The Landlord agrees to furnish heat, ventilation and air-conditioning to the premises in accordance with current industry standards as set forth by the American Industrial Hygiene Association or AIHA and the American Society of Heating, Refrigeration and Air-Conditioning Engineers, Inc. or ASHRAE during the Tenants business hours, the indoor air temperature of the premises shall range from 68 F to 75 F during the winter, and 69 F to 76 F in the summer; if humidity control is provided relative humidity in the premises shall range from 30% to 60%. During the Tenants business hours heating, ventilation and air- conditioning shall also be provided to any common hallways, stairways, elevators and lavatories which are part of the building to which the premises are a part. The Tenant agrees that provision of heating, ventilation and air-conditioning is subject to reasonable interruptions due to the Landlord making repairs, alterations, maintenance or improvements to the system, or the infrequent occurrence of causes beyond the Landlord's control. All HVAC control systems and filters shall be cleaned and maintained by the Landlord in accordance with ASHRAE and AIHA standards, and in conformance with the provisions of Section 8 Maintenance and Repair herein, and in a manner sufficient to provide consistent compliance with the State of New Hampshire's Clean Indoor Air Standards" (RSA 10:B). If the premises are not equipped with an air handling system that provides centralized air-conditioning or humidity control the provisions set forth herein regarding these particular systems shall not apply. Promoting Public Safety with Respect, Professionalism, Dedication and Courage as One Team State of NH, Department of Corrections Exeter District Office Lease Division of Field Services RFP NHDOC 2024-11 Page 6 of 19 Lessor Initials: __________ Date: __________ The HVAC system in the premises shall be maintained regularly and with due diligence in order to ensure continuous compliance with current industry standards set forth by the American Industrial Hygiene Association (AIHA) and the American Society of Heating, Refrigeration and Air-Conditioning Engineers, Inc. (ASHRAE). All HVAC air filters shall be replaced on a semi-annual basis; and the air filters used in the HVAC system shall provide the greatest degree of particulate filtration feasible for use in the premises air handling system. All HVAC condensate pans shall be emptied and cleaned on a semi-annual basis. All maintenance of air quality standards shall be kept to statutory requirements and made to best efforts to observe and/or remedy deficiencies. 12. Sewer and Water Services The Landlord shall provide and maintain in good and proper working order all sewer and water services to the premises. Provision of said services shall include payment of all charges, expenses or fees incurred with provision of said services. All sewer and water services shall be provided and maintained in conformance with all applicable regulatory laws and ordinances. 13. Electrical and Lighting The Landlord shall furnish all electrical power distribution, outlets, (which includes a personal computer at every desk, printers, fax, copiers, microwave, refrigerator) and lighting in compliance with the most current National Electrical Code standards. Lighting fixtures throughout the premises shall be capable of providing illumination levels in accordance with ANSI/IES Standards for Office Lighting in effect on the date of commencement of the term herein. Lighting for exterior areas and other applications shall conform to the recommended levels in the current IES Lighting Handbook in effect on the date of commencement of the term herein and shall be adequate to insure safe and uniform quality lighting throughout all impervious surfaces. Egress lighting shall be provided, e.g. at all corridors, stairs, halls, toilets, outside of all exterior egress doors and stairs, and otherwise defined in required by in accordance with all applicable local and/or State codes, including but not limited to NFPA 101 and ICC/IBC 2009 (International Building Code 2009). 14. Restrooms Provide at least two unisex barrier-free restrooms, favorable preference will be shown however to spaces providing the availability of additional unisex barrier-free restrooms. One restroom must be located within the proposed premise, additional restrooms may be shared in common with the other building Tenants however favorable preference will be shown to spaces which provide both for the Tenants exclusive use. All restrooms must be provided in compliance with all current and prevailing codes. 15. Entrance A common exterior entrance to the Tenants proposed space is acceptable; however, a separate visitors/public entrance into the proposed interior of the space will be required. Favorable preference will be shown to proposed space which also provides a second separate staff entry/exit which is not viewable from the public entry. 16. Waiting and Client Service Area Provide a secure public waiting area adjacent to the Tenants public entrance with space of approximately 150 square feet accommodating 6 8 seated visitors. This public waiting area shall be a discrete entrance room allowing access to the remainder of the Tenant space only through utilization of a solid core entrance door, which shall be locked from the public side (with key override) while allowing free exit from the secure side, this door shall be provided with remote lock release activated electronically from the receptionist desk. Provide a break resistant (glass/polycarbonate) service window and stainless-steel writing surface counter ledge between this waiting area and the adjacent secure reception area. Receptionist: Provide a secure reception area/room adjacent to the waiting area of approximately 400 square feet designed to accommodate one (1) to two (2) staff members servicing the waiting area window. The private offices and conference room shall be accessed via circulation space from this reception area. 17. Private Offices Provide twelve (12) private offices of approximately 110 - 120 square feet each. Each office shall be standard drywall construction with floor to ceiling walls. 18. Conference Room Provide one (1) room with floor to ceiling (extending at least 12 above suspended ceiling grid with acoustical sound attenuation insulation between drywall) construction at approximately 400 square feet. 19. Kitchenette Provide one (1) space offering a small staff lounge/kitchenette area, providing a kitchen counter of at least six (6) lineal feet with cabinets above and below and a single or double basin stainless steel sink. Provide electrical circuitry and outlets sufficient for the safe operation of at least one coffee maker, one microwave, and one full size refrigerator. 20. Storage Room Provide a secure (lock on door) room of at least 100 square feet for the Tenants storage needs. 21. Data/Communications Room Provide a communications room of approximately 50 square feet conforming to the Tenants specifications. Within the staff zone of the space, Landlord to provide a communications room of approximately one 100 sq/ft (which must be square or rectilinear in shape) conforming to the Tenants specifications, which include but are not limited to the following: a. Provide a secure (keyed lockset) room with door with electronic security lock and shall have an independent HVAC unit providing independent cooling of this room at a target temperature of 73 degrees Fahrenheit with =/- 10 swing for thermal alarm. It shall also have a secondary temperature control exhaust unit. Buildings HVAC shall provide secondary/emergency back-up system for this room. b. Provide a secure (keyed lockset) room for telephone LAN trunking/routing and/or server equipment. c. Riser cable must be installed from the buildings DEMARC into the Tenants Data/Communications Room, providing one (1) 25 pair CAT 6 riser cable terminated on a 110-block located on data/telephone backboard (location to be defined by Tenant). d. Riser conduit must be supplied and installed with one (1) 4" rigid conduit(s) with two (2) 2 inner ducts with pull strings (with non-metallic 90 sweeps and pull boxes as required) from their buildings data/telephone DEMARC entrance to Data/Communication Room. Location of sweep entrance into room to be designed by Tenant. 90 elbows are not acceptable. e. At data/telecommunication entrance provide wall mounted back board of at least 4 x 8 with or A/C grade plywood painted with two coats of fire-retardant paint. f. Provide one (1) floor mounted 19w x 84h two-post 6061-T6 structural-grade aluminum open relay data rack (Ortronics 45U or similar as specified by the Tenant). g. Provide horizontal power distribution unit mounted in rack as directed by Tenant (Schneider AP9563 or similar as specified by the Tenant). h. Provide a minimum of three (3) dedicate 110-120 volt 20-amp power circuits with appropriate commercial duplex receptables for use by the Tenants Information Technology (IT) equipment, the location of the receptables shall be defined by the Tenant. i. Provide one (1) dedicated 110-120 volt 30-amp National Electrical Manufacturers Association (NEMA) L5-30 twist lock outlet. Provide one (1) Uninterruptible Power Supply (UPS) back-up for this room; such back-up power to provide operability for at least one (1) hour. 22. Maintenance and Repair of Lighting, Alarm Systems, Exit Signs, Etc. Maintenance within the premises shall include the Landlords timely repair and/or replacement of all lighting fixtures, ballasts, starters, incandescent and fluorescent lamps as may be required. The Landlord shall provide and maintain all emergency lighting systems, fire alarm systems, sprinkler systems, exit signs and fire extinguishers in the premises and/or located in the building to which the premises are a part in conformance with requirements set forth by the State of New Hampshire Department of Safety, Fire Marshalls office and/or the requirements of the National Fire Protection Agency (NFPA). Said systems and fire extinguishers shall be tested as required and any deficiencies corrected. A report shall be maintained of all testing and corrections made, with a copy of the report furnished to the Tenant no later than thirty (30) days after each semi-annual update to the report. 22. Signs Tenant shall have the right to erect a sign or signs on the premises identifying the Tenant, obtaining the consent of the Landlord prior to the installation of the signs; such consent shall not be unreasonably denied. All signs that have been provided by the Tenant shall be removed by them, at their own expense, at the end of the Term or any extension thereof. All damage due to such removal shall be repaired by the Tenant if such repair is requested by the Landlord. 23. Telephone/Data Requirements Landlord shall be responsible to provide all telephone and data connectivity needs as defined and required by the Tenant. All such services shall be terminated, including premise cabling, within the Data/Communication Room, including but not limited to digital data services and ISDN. Landlord shall provide and install all CAT 6 data station cabling throughout the space. Cabling shall originate in the Data/Communication Room. Data cabling shall be terminated on station end and patch panel ends via RJ- 45 jack, with 45 faceplates. The color of the cable and jacks shall be blue. a. Landlord shall provide and install CAT 6 telephone and data station cabling throughout the space. Including provision for routing of all Data/Communications from the data room to each office and workstation as defined by the Tenant. Telecommunications cabling shall be home runs (with no breaks) from each jack to the data room, with cable labeling of each end. b. All cables, jack plates, patch panels, and terminals shall be installed and tested in accordance with ANSI/TIA/EIA-568-A and clearly and permanently labeled in accordance with the Tenants standard labeling system (method and approval by the State). 24. Janitorial Services Provision of janitorial services to the premises shall be as described below, and as specified in a schedule of services that shall be attached as Attachment A hereto. Janitorial Services shall be provided by the Landlord, OR: Janitorial Services shall be provided by the Tenant. 25. Janitorial Room If applicable, shall include the following: a. Door Assembly: Solid core wood door and hollow metal frame with standard hardware (type: storeroom lockset). b. Sink: A floor-type sink, such as Florestone, Models 90/91/92 Drop Front, Terrazzo Mop Receptors, with faucet assembly. Shelving: Provide a minimum of 125 lineal feet of pre-manufactured shelving, such as Space Maker (vinyl coated wire construction). Installation and location to be determined by Tenant. 27. Security Alarms, CCTV and Access Control Systems a. Systems: Provided by Tenant. b. Conduit and composite wire: Provided by Landlord. c. Integration: Landlord responsible to provide and assist with any and all required integration with fire alarm or fire protection systems and/or detection. Such integration and connections shall only be done after review and approval of the local fire department or other such authority having jurisdiction. d. Composite Wire: Landlord shall install all twelve (12) wire composite wire from the location of the security equipment in data room and home run to the designated termination locations at the card readers and to the electric strike. 28. Fire Suppression System a. The presence thereof or lack thereof shall be determined by any and all local, State and prevailing building codes, including but not limited to NFPA-1 and NFPA-101. The cost of any changes, modifications or additions will be the sole responsibility of the Owner and/or Landlord. All required permits, fees, testing and approvals shall be borne by the Owner and/or Landlord. b. The costs of any changes, modifications or additions to the existing fire suppression system shall be solely at the Landlords expense and responsibility. c. Fire Suppression to be provided with 220 heads shall be installed at Data/Com Communications Rooms. d. Landlord to provide connectivity to this system for Tenants alarm system(s). e. Fire Extinguishers to be provided, maintained and inspected by Landlord as required by inspection and reporting requirements set forth in Lease Agreement. Recessed or semi recessed cabinets required. 29. Fire Alarm System The presence thereof or lack thereof shall be determined by any and all local, State and prevailing building codes, including but not limited to NFPA-101. The cost of any changes, modification or additions will be the sole responsibility of the Owner and/or Landlord. All required permits, fees, testing and approvals shall be borne by the Owner and/or Landlord. a. The costs of any changes or modifications to the existing fire alarm system shall be solely at the Landlords expense and responsibility. b. Landlord to provide connectivity via dry contact or other means to buildings fire alarm control panel for any and all security and access system needs. c. Fire alarm horn and strobe: Furnish and install fire alarm horn and strobe light, interconnected to existing fire alarm system, in Tenants DFA Lobby Area. d. Fire Alarm Strobe Light: Furnish and install fire alarm strobe light, interconnected to existing fire alarm system, in Public Restroom. 30. Knox Box An exterior flush mounted Knox Box shall be provided and installed as required or requested by the local fire and/or police department. Location to be determined by said authority. The States standard Letter of Interest response from is available either upon request or on the States website at https://www.das.nh.gov/bpm/index.aspx#current-leases and Affidavit Form at https://www.das.nh.gov/bpm/index.aspx#current-leases. Alternately, interested parties may compose their own Letter of Interest which must include the following information: Statement that the submitting party wishes to offer a particular property for review in response to this request for proposal. Statement that the submitting party presently believes they would, if selected, be willing to accept the terms and conditions of the States standard lease agreement which they have reviewed in advance (available on-line at https://www.das.nh.gov/bpm/index.aspx#current-leases or upon request in hard copy). Statement of the business name, address, telephone number and e-mail address of the party submitting the Letter of Interest. Statement that the person submitting the Letter or Interest is legally authorized to do so. Statement of the street address of the property offered for consideration, the approximate square footage of the property. Brief description of the proposed parking accommodations that would be made available to provide compliance with the requirements listed herein. Brief description of the proposed property including the number of floors, and (if existing construction) whether utilities and other services related to occupancy of the building are currently operable, whether there is an operable elevator, whether the space is vacant, a listing of the current occupants of the building, disclosure regarding the current state of repair, and if the building is in need of renovation, improvement, modification and/or new construction prior to being usable for the purposes identified by the Tenant. Statement of other information, if any, as specified in this RFP, herein. An appendix must accompany the Letter of Interest providing a map diagram of the proposed property with its location highlighted and depiction of surrounding/adjacent lots, notation regarding the uses of the property in the surrounding area, and the nature (type) of any businesses in the surrounding area. Solicitation and review of all Letters of Interest is the first of two phases in the States Request for Proposal (RFP) process to consist of: 1. Phase I will be completed no later than thirty (30) days after the closing date for letters of interest. All sites offered will receive initial review, visitation, and evaluation of acceptability and potential to conform to the States requirements, any sites found to be unviable will be dismissed from the process. 2. Phase II will be design-development of any viable offerings selected from Phase I Letters of Interest. The State will provide a public notice proposed design/build plans and specifications showing their vision of how the proposed Landlords property could best be renovated or constructed to provide the Tenants program needs. The States design/build plans and specifications shall be submitted to each proposed Landlord for their use in establishing proposals; complete proposals shall be due to the State no later than the closing date (which shall be reasonable) specified by the State. All proposals must document both the scope of fit-up (established during design development) to be provided, the offered schedule of rent which shall be inclusive of fit-up, and any other costs for the space. Proposed Landlords will be responsible for either acceptance of the States proposed design/build plans and specifications as provided, or provision of their own proposed alternate plan(s) and specifications which shall be composed and provided at their sole expense. PDF format should be AutoCAD compatible. It must be drawn to scale. The costs of any initial design development shall be at the Landlords expense and does not guarantee a binding lease agreement. Both Phases of the RFP process shall be undertaken at the proposed Landlords sole expense with no guarantee of a resulting binding lease agreement and no reimbursement for expenses incurred shall be made by the State. Upon submittal, all proposals will be reviewed and judged upon the criteria of location, conformance with the States specifications, proposed cost, cost of relocation, and the proposed time frame for completion of renovations or new construction. Public Disclosure: The State of New Hampshire has made public disclosure a priority through the Right-to-Know law (RSA 91-A), the Transparent NH initiative, and other statutes and practices to ensure that government activity is open and transparent. In general, these requirements allow for public review, disclosure and posting of government and public records. As such, the State is obligated to make public the information submitted in response to this RFP, any resulting contract, and information provided during the contractual relationship. The Right-to-Know law obligates the State to conduct an independent analysis of the confidentiality of the information submitted, regardless of whether it is marked confidential. In addition, the Governor and Council (G&C) contract approval process more specifically requires that pricing be made public and that any contract reaching the G&C agenda for approval be posted online. If provision of parking is included in the terms of the lease, provide detailed site sketch or detailed description of any parking areas designated for the use of the Tenant during the Term. Illustrate and/or note all parking spaces designated for the Tenants exclusive use, or shared use in common with others, and/or spaces that may be used by the general public. Specify all parking spaces, access aisles, and accessible paths of travel provided for conformance with barrier-free access requirement for the premises and/or the building to which the premises is a part. 2. SCOPE: These specifications provided for accomplishing custodial services in a professional and workmanlike manner in compliance with these specifications and subject to the terms and conditions of the Agreement herein. 1-02. DESCRIPTION OF WORK: The work to be accomplished under this specification consists of performing all custodial services as hereinafter specified. 1-03. HOURS OF SERVICE: All work is to be performed after regular business hours. Work shall be performed two nights a week, Sunday and Wednesday evenings. 1-04. DEFINITIONS OF SERVICES: A. Sweeping Includes brush or mop sweeping compound, if required, or mechanical brush-vacuum sweeping, without damage or disfigurement of furniture, doors or base trim. B. Damp-Mopping Cleaning of floor surfaces using cotton or sponge yarn mops, appropriate stain removal agents, heated water and detergent, if required, using as small amount of water as possible. C. Resilient Floor Coverings Includes linoleum, VCT and non-pvc content composition resilient tiles. D. Vacuum Carpets (spot clean) Vacuum all carpeted common areas, heavy traffic areas and entranceways. E. Vacuum Carpets Vacuum all carpeted surfaces, inclusive of all offices and workstations. 1-05. SUPPLIES AND EQUIPMENT: The LANDLORD will furnish all supplies and equipment for accomplishment of all work. LANDLORDs equipment shall be of the size and type suitable for accomplishing the various phases of work described herein, shall operate from existing sources of electrical power. A. Materials and Supplies The LANDLORD shall furnish all materials and supplies required. B. Supplies Used Unless otherwise specified, supplies shall be of the highest quality and most suitable type or grade for the respective work under contract. All hazardous items shall be handled in conformance with the terms of the Agreement herein. C. Personal Protection Equipment (PPE) LANDLORD shall be responsible to provide, instruct and replace/upgrade, as necessary, any and all PPE, as required or recommended by OSHA 1910.132 or other such regulation, for all of their employees. 1-06. STORAGE: The Tenant will not be responsible in any way for damage to the LANDLORDs stored supplies, materials or equipment kept throughout the building in janitors closets; or the LANDLORDs employees personal belongings brought into the building; occasioned by fire, theft, accident or otherwise. 1-07. QUALIFICATIONS: A. Employees The LANDLORD shall employ only personnel skilled in janitorial work. The LANDLORD assumes responsibility of their employees, subcontractors, agents and invitees. 1-08. SUPERINTENDENCE BY LANDLORD: The LANDLORD shall at all items during hours specified for services, provide an on-site working janitorial supervisor who can efficiently and effectively communicate, in Promoting Public Safety with Respect, Professionalism, Dedication and Courage as One Team State of NH, Department of Corrections Exeter District Office Lease Division of Field Services RFP NHDOC 2024-11 Page 17 of 19 Lessor Initials: __________ Date: __________ written and verbal forms with both the Tenant and to their subordinate janitorial staff. Supervisor to provide adequate supervision of his employees to ensure complete and satisfactory performance of all work. 1-09. INSPECTION: Daily inspection of all the LANDLORDs work may be made by the Tenants designated representative. The representative shall have the authority to point out to the LANDLORD incomplete or defective work and necessary corrective measures but does not have authority to alter the terms or conditions of the Agreement herein. 1-10. DEFECTIVE WORK AND DAMAGES: The Tenant will require correction of defective/insufficient work or damages to any part of a building or its appurtenances when caused by LANDLORDs employees, equipment or supplies. 1-11. STANDARDS: The following standards shall be used in evaluation of custodial services: A. Dusting A properly dusted surface is free of all dirt and dust, dust streaks, lint and cobwebs. B. Plumbing Fixtures and Dispenser Cleaning Plumbing fixtures and dispensers are clean when free of all deposits and stains so that item is left without streaks, dust, film, odor or stains. C. Sweeping A properly swept floor is free of all dirt, dust, grit, lint and debris except imbedded dirt and grit. D. Spot Cleaning A surface adequately spot cleaned is free of all stains, deposits and is substantially free of cleaning marks. E. Damp Mopping A satisfactorily damp-mopped floor is without dirt, dust, marks, film, streaks, debris or standing water. F. Material Cleaning All cleaned metal surfaces are without deposits or tarnish and with a uniformly bright appearance. Cleaner is removed from adjacent surfaces. G. Glass Cleaning Glass is clean when all accessible glass surfaces are without streaks, film, deposits, and stains, and has a uniformly bright appearance and adjacent surfaces have been wiped clean. H. Scrubbing Scrubbing is satisfactorily performed when all surfaces are without imbedded dirt, cleaning solution, film, debris, stains and marks and standing water in all areas and floor has a uniformly clean appearance. A plain water rinse must follow the scrubbing process immediately. I. Light-Fixture Cleaning Light fixtures are clean when all components, including bulbs, tubes, lenses and diffusers are without insects, dirt, lint, film and streaks. All articles removed must be replaced immediately. J. Diffuser Cleaning Diffusers are clean when all surfaces are without dirt, stains, film or streaks. All articles removed must be replaced immediately. 1-12. SERVICES: The following services shall be performed to comply with the aforementioned specified standards: A. Cleaning Restrooms This work includes cleaning all plumbing fixtures; lavatories, toilet bowls, dispensers, spot cleaning walls, and doors as required; and filling all paper and soap dispensers as needed. Scouring powder may be used on plumbing fixtures or ceramic tile to remove stubborn stains or deposits. A toilet bowl cleaner may be used for water closets and urinals if required. Floors shall be dry swept and damp mopped. B. Cleaning Sinks and Drinking Fountains All items will be cleaned using detergent or scouring powder if required. Cabinets of water chillers shall be wiped clean with a damp cloth. Any spillage on floors or walls adjacent to fixture shall be wiped clean with a damp cloth. Sweeping All tile, wood or concrete floors, stairways, landings and stoops shall be swept, using an approved sweeping compound and dust and debris removed to receptacles provided for this purpose outside the building. D. Damp Mopping Floors Damp mop all resilient floors, quarry tile and concrete floors. (Resilient floors may be dry cleaned provided satisfactory results are demonstrated by the LANDLORD). E. Glass Cleaning Clean all mirrors, glass cases, windows and glass at building entrances, using plain water or cleaning solution prepared for this purpose. Adjacent trim shall be wiped clean with a damp cloth. Doors and windows shall be washed on both sides. F. Cleaning Interior Walls and Ceilings When not otherwise washed, clean all interior painted walls, partitions and ceiling surfaces and window trim. Beginning at the highest point, dust shall be first removed from all surfaces, exposed overhead pipes and equipment with untreated dusters or by vacuuming. Cobwebs shall be removed with an upward stroke to avoid streaking. G. Cleaning Laminate Counter Tops Clean any laminate counter tops. Cleaning shall be accomplished with detergent solution and sponge followed by plain water rinse and drying with a clean cloth. Abrasive cleaners will not be used on painted or resilient surfaces. All spillage or marking of adjacent surfaces shall be wiped clean with a damp cloth. H. Cleaning Doors and Trim Clean doors and adjacent trim not otherwise cleaned. I. Dusting Horizontal Surfaces Other Than Furniture, Fixtures and Equipment Dust with treated dust cloth or vacuum all horizontal surfaces of windows, radiators, baseboards and other horizontal surfaces in reach from the floor. J. Empty Waste Receptacles Empty all waste receptacles, inclusive of all exterior cigarette receptacles, and remove trash and paper from building and deposit in collection facilities provided for this purpose. K. Washing Waste Receptacles Wash specified waste receptacles to keep in sanitary condition. Washing shall be accomplished with brush and detergent solution. Receptacles will be left free of deposits, stains, dirt streaks and odor. L. Clean Light Fixtures Dust all accessible components of incandescent and fluorescent light fixtures including bulbs, tubes, lenses and diffusers with a cloth or yarn duster. Clean fixtures with a damp cloth at frequencies indicated. M. Mat Cleaning Clean all dirt, removing mats at entrance and remove all dirt and dust deposits underneath. N. Burned-Out Lights Incandescent, fluorescent and LED lamps and/or ballasts/fixtures will be furnished and replaced by the LANDLORD. O. Turning Off Lights Janitorial staff shall be responsible to turn off interior lights after the conclusion of their nightly operations. 1.13. CLEAN UP: All supplies, equipment and machines shall be kept free of traffic lanes or other areas where they might be hazardous and shall be secured at the end of each work period in areas provided for this purpose. Cloths, mops, or brushes, containing residue of wax or other combustible material subject to spontaneous ignition, shall not be disposed of or stored within the building. All dirt and debris resulting from work under this contract shall be disposed of each day at the completion of work. Only biodegradable cleaning solutions shall be disposed of in plumbing fixtures provided for this purpose. 1-14. SUPPLIES: The LANDLORD will furnish supplies to fill all dispensers in the rest rooms and lounge. This is to include toilet paper, paper towels, sanitary toilet seat covers, and soap. 1-15. PEST CONTROL: The LANDLORD is to provide any and all pest control which may be necessary within the facility, in conformance with foregoing provisions of the Agreement herein.
