1 TOWN OF PLYMOUTH PUBLIC WORKS DEPARTMENT PLYMOUTH, CT 06786 INSTALLATION AND REBUILDING OF DRAINAGE SYSTEMS Dated at Plymouth, CT May 16, 2023 2 Town Of Plymouth Department of Public Works Invitation to Bid INSTALLATION AND REBUILDING OF DRAINAGE SYSTEMS This is a Re-Bid The Town of Plymouth will accept sealed bids for the installation and rebuilding of drainage systems at various sites in the Town of Plymouth, CT. Bids are to be submitted to the Town of Plymouth Mayor’s Office 80 Main St., Terryville, CT 06786 in a sealed envelope and marked “BID ON DRAINAGE SYSTEMS (INSTALLATION AND REBUILDING)” until Wednesday May 31st, 2023, at 10:00 a.m. at which time they will be publicly opened and read aloud in the town hall assembly room. Bid specifications are available on the Town of Plymouth’s webpage www.plymouthct.us under bids. Any questions regarding this proposal are to be submitted in writing by Thursday May
25, 2023 by 3:00 p.m. and directed to Paul Pronovost Interim Director of Public Works, 80 Main St., Terryville, CT. The Town reserves the right to waive technical defects in the bids; and to reject any bid which does not conform to the terms and conditions described in the bid documents, to accept or reject any part of any bid; or to reject any or all bids if it deems it in the best interest of the town. Intent The intent of the Town of Plymouth Public Works Dept. is to solicit bids for Installation and Rebuilding of Drainage Systems at various sites in the Town of Plymouth, CT. The scope of work for the project is outlined in the attached specifications. Bid shall be good for a period of (90) thirty days. 2. General Provisions: Place of Opening: Town of Plymouth Assembly Room 80 Main St. Terryville, CT 06786 Time of Opening: 10:00 a.m. Wednesday May 31st. 2023 Bid Return Envelope: Bids are to be submitted in a sealed envelope and marked: “BID ON DRAINAGE SYSTEMS (INSTALLATION AND REBUILDING)” The bid opening date should also be shown on the envelope to prevent a sealed bid from being opened prior to the bid opening date. Any bid not so marked and opened by the Town shall be rejected. The following forms shall also be submitted with the bid proposal package: Bid Schedule Proof of Insurance References Contract Period: (2) Years – June 1, 2023 through June 30, 2025 A rate adjustment may be negotiated at the end of the first year. 3. It is intended that this Contract shall be awarded to multiple bidders (maximum of 3) that best meet the needs of the Town of Plymouth with respect to qualifications, contractor’s submitted start date and cost. 4. Bid Forms All bids must be submitted on forms and in accordance with specifications supplied in this package. Bid proposal/price shall include all labor, and equipment necessary to complete work in accordance with the documents. A list of equipment along with hourly rates including operator must also be attached to this bid. The Town of Plymouth will supply materials. 5. Notice of Award The person or persons whose bid is accepted will be issued a Town of Plymouth Purchase Order. Issuance of a Purchase Order will act as Notice to Proceed. Contractor will begin work within (10) ten calendar days of Notice to Proceed and complete the work within (90) calendar days with the 4 exception of the concrete slab. Individuals are invited to attend the bid opening with official bid results pending notification to the successful bidder(s). 6. Award of Contract The Town reserves the right to reject any and all bids, for reasons the Town deems advisable and to award contract or contracts to multiple contractors bidding on work, regardless of bid amount. The Town will also conduct investigations as it deems necessary to determine the bidder’s ability to complete the work. 7. All applicable State and Local building and/or fire codes, and regulations/ordinances shall be met, including but not limited to obtaining all necessary permits/signoffs from all agencies and departments as required. All permit fees will be waived. 8. All work to be completed in a professional manner so as not to interfere with the daily operations of the facility. 9. All construction debris will become the Town’s property, and for this purpose the contractor may choose to load the Town’s trucks at the contractor’s desecration, otherwise the contractor shall haul the material to the town pit on Town Hill Rd. Plymouth, CT. 10. Price, Discounts and Payment Prices bid shall not include any taxes, Local, State or Federal, as the Town is not liable. In addition to the price bid, each bidder may quote binding discounts, which will be considered when making an award. 11. Assignment of Contract Contractor shall not sublet, sell, transfer, assign or dispose of Contract or any portion thereof. 12. State of Connecticut prevailing wages laws will be observed. 13. All bidders are required to sign a non-collusive statement. 14. All questions must be received in writing by Thursday May 25, 2023 no later than 3:00 p.m. 15. All bidders are responsible for familiarizing themselves with the project locations and site conditions. 16. The project area shall be always kept in a neat condition. 17. Insurance The Contractor will carry the following insurance coverages with an insurance company licensed in the State of Connecticut and approved by the Town of Plymouth. The insurance company must have at least an A-rating by A.M. Best Company. All policies will provide a 30-day notice of cancellation as well as a 10-day notice of any material change in the policies to the Town of Plymouth Public Works Dept. Certificates of insurance will be presented to the Public Works director for his approval prior to the contractor or his subcontractors entering on to Town property or commencing any work whatsoever. The following coverages and limits will be provided: 5 INSURANCE REQUIREMENTS OF CONTRACTORS Contracts UNDER $1,000,000 A. Owners Protective Liability: Each Occurrence $1,000,000 Aggregate $1,000,000 B. Commercial Liability: Each Occurrence $1,000,000 Personal Injury $1,000,000 General aggregate $2,000,000 Products, Completed Operations Aggregate $2,000,000 Town of Plymouth MUST be additional insured with reference to this project. The policy endorsement evidencing this coverage must be provided with the certificate of liability insurance. C. Automotive-For all owned, non-owned, hired and leased vehicles: Combined Single Limit for Bodily Injury or Property Damage $1,000,000 or Bodily Injury-Each Person $1,000,000 Bodily Injury-Each Accident $1,000,000 Property Damage – Each Occurrence $1,000,000 D. Umbrella: Each Occurrence $1,000,000 Aggregate $1,000,000 The policy MUST provide additional insured coverage to mirror the General Liability coverage. The policy shall not reduce or restrict coverage provided by the underlying Commercial General Liability or Automobile Liability insurance policies. E. Workers Compensation: Coverage A Statutory Coverage B Employers Liability Each Accident $500,000 Disease-Policy Limit $500,000 Disease-Each Employee $500,000 Any cancellation or reduction or material changes in insurance coverage will require thirty (30) days notice to the Town of Plymouth, Director of Public Works 80 Main Street, Terryville, CT 06786 Insurance carriers providing the required insurance coverage’s must have an A.M. Best’s financial rating of “A-VII” or better. 6 Any subcontractors working on this project must also comply with these requirements and provide certificates of insurance to the Town of Plymouth. 10. Hold Harmless Agreement The Contractor agrees to hold harmless the Town of Plymouth and its respective officers, agents and employees from any loss, costs, damages, expenses, judgments and liability whatsoever kind or nature howsoever the same may be caused resulting directly or indirectly by any act of omission of the contractor, for whose acts may be liable resulting in bodily injury including sickness and death, personal injury or damage to property directly or indirectly, including the loss of use resulting there from as permitted by law. The Contractor will be required to sign the enclosed Hold Harmless Agreement prepared by the Town. 11. Supplemental Agreement The Contractor is an independent contractor and neither the Contractor nor its employees under any circumstances will be considered servants or agents of the Town of Plymouth and the Town will be at no time legally responsible for any negligence or other wrongdoing by the Contractor. The Town will not withhold from the contract payments to the Contractor for any federal or state unemployment taxes, federal or state income taxes, Social Security tax, or any other amounts for benefits to the Contractor. The lump sum or unit charges for the service provided does not represent gross wages and further the Town will not provide the Contractor any insurance coverage or other benefits, including Workers’ Compensation, normally provided by the Town for its employees. The Contractor will be required to sign the enclosed Supplemental Agreement prepared by the Town. 7 PROJECT SCOPE OF WORK 1. DESCRIPTION OF WORK The work shall consist of but is not limited to installing of drainage pipe including bedding material and backfill material at various sites in Plymouth as directed by the Plymouth Public Works Director or his/her designee. 2. WORK INCLUDED The Contractor shall supply all Labor, Tools, Trucks and Equipment necessary to remove, if needed old pipe and install new pipe, catch basins, or any other drainage materials including bedding material, gravel backfill and compacting said material in lifts to the lines, grades and thickness as directed by the Town of Plymouth’s Public Works Director or his/her designee. 3. MATERIALS All Drainage Materials, including catch basin parts, bedding material, and backfill materials shall be supplied by the Town of Plymouth at no cost to the Contractor. 4. EQUIPMENT All equipment to properly install said materials, including transport of removed materials shall be supplied by the Contractor. 5. Quantities Quantities shall be determined by the amount of material that is installed at any one location. Locations shall be determined by the Director of Public Works or his/her Designee. Locations may incorporate many streets so long as they are near one another. A moving charge may be allowed by the Director of Public Works or his/her Designee for a change of location in any given day if the issue is addressed before the move is made. 6. PAYMENT Shall be made at the Contract Unit Price as shown in Proposal A or Proposal B. 8 PROPOSAL “A” DESCRIPTION UNIT PRICE OTHER 1. Town of Plymouth will purchase stone/backfill - contractor is responsible for trucking to site. 9 The Town of Plymouth reserves the right to require a Performance Bond for the above work. Bidder must honor the Bid for two (2) years; June 1, 2023 through June 30, 2025. A rate adjustment may be negotiated at the end of the first year.
