The County seeks to improve the quality of life of the people of Carroll County by providing access to an integrated network of comprehensive, effective, and efficient behavioral health services that foster self- sufficiency, dignity, and respect. To that end, Carroll County is focused on promoting and achieving a quality-driven, culturally responsive, trauma-informed, and recovery-oriented system of care for its citizens.
