Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the Design-Bid-Build (DBB) Urgent Care Clinic Building Addition Construction project at the Jefferson Barracks VA Medical Center (VAMC) located at 1 Jefferson Barracks Road, St. Louis, Missouri, 63125. PROJECT DESCRIPTION: The mission of the Veterans Affairs Saint Louis Health Care System (VASTLHCS) is to provide the highest quality health care to our nation s veterans. To accomplish this mission, VASTLHCS Facility Engineering Service (FES) intends to partner with a Construction Contractor to build a new Urgent Care Clinic as a Building Addition to Building #55 at Jefferson Barracks. The clinic will serve veterans in the South County Saint Louis area who do not have convenient access to episodic or urgent medical care and/or will not travel to the John Cochran Emergency
Department. The space will include administrative, clinical areas, imaging services & support areas. Work includes, but is not limited to, general construction, alterations, mechanical and electrical work, utility systems, necessary demolition, and removal of existing structures, associated appurtenances and certain other items necessary to project completion. All work shall be performed in accordance with solicitation, contract terms and conditions, specifications and drawings, and all applicable VA and local codes. Contractor shall furnish all supervision, tools, labor, materials, equipment, transportation and testing necessary. Â ADMINISTRATIVE: The solicitation will be issued as a Request for Fee Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the Tradeoffs procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $45 million. The solicitation will be issued around late October 2023. The period of performance is approximately 730 calendar days from the issuance of the Notice to Proceed. The Magnitude of Construction is expected to be between $10,000,000.00 and $20,000,000.00.
