JOB DESCRIPTION: See belowGENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACTThe U.S. Department of State's (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation. INL's Office of Western Hemisphere Programs (INL/WHP) develops narcotics control and anticrime policy initiatives for countries in the Western Hemisphere that produce and/or are a point transit for narcotics. INL/WHP provides overall program and policy direction for INL bilateral narcotics and anticrime assistance programs at overseas posts by developing and revising drug and crime strategies and coordinating program development with other U.S. agencies.INL/WHP is responsible for coordinating policy and programs with other U.S. government (USG) departments and agencies involved in narcotics control and crime activities, including the Office of National Drug Control Policy (ONDCP), the Department of Defense (DOD), Department of Justice (DOJ), Department of Homeland Security (DHS), Department of Treasury, and the U.S. Agency for International Development (USAID).The purpose of this personal services contract (PSC) is to provide a Community Policing Advisor for the Guatemalan Northern Region (CPA-NR) to the INL office at the U.S. Embassy Guatemala. The CPA-NR will advise on and support matters related to: (1) modern community policing methods; (2) community outreach programs to improve relations between the Guatemalan National Civil Police (PNC), and the communities they serve; (3) development of Model Police Precincts (MPP) in municipalities throughout the Guatemalan Northern Region, and (4) technical assistance to the PNC.RELATIONSHIPThe CPA-NR will report to and receive guidance from the DOS/INL Citizen Security Police Program Officer (Citizen Security Officer). Specific assignments occasionally originate from liaison activities, and the CPA-NR will negotiate the draft scope and objectives of these projects. The CPA-NR will exercise independent judgment in developing new and improved approaches to community policing and other prevention-oriented projects, community outreach, and enhanced regional security. The CPA-NR will supervise from one to four Locally Employed Staff and/or Third Party Contractors.DUTIES AND RESPONSIBILITIES• Oversee implementation of the Community Policing and MPP program in the Guatemalan Northern Region.• Advise and assist the PNC and municipal governments to development community policing and MPP programs that improve police/community relations, stem migration to the United States and reduce crime.• Coordinate and review PNC practices to improve their effectiveness implementing community policing, community outreach, and MPP techniques.• Initiate and coordinate, youth-focused and indigenous-focused prevention programs, including community projects, school resources officer programs, and safe school programs in the Guatemalan Northern Region.• Establish collaborative partnerships between the Guatemalan government and the individuals and organizations they serve in the Guatemalan Northern Region communities to develop solutions to problems and increase trust in the PNC.• Assist the Guatemalan government with institutionalizing community policing, community outreach, and MPP methods to respond to the needs of the Guatemalan Northern Region communities.• Coordinate with U.S. government agencies in Guatemala, the Ministry of Government, municipal government entities, non-profit organizations, community-based groups, and other stakeholders.• Work in partnership with indigenous leaders, non-governmental organizations, non-profit organizations, and community-based groups on community policing and community outreach activities.• Work closely with the Economic section, USAID, Foreign Commercial Services, and USDA counterparts to deter migration through investment and economic development within the Guatemalan northern region.• Conduct field surveys, evaluations, and special studies, as directed.• Keep the INL Director, Deputy Director, Citizen Security Officer, INL Program managers, and other U.S. personnel, as appropriate, informed and briefed on all matters relating to community policing, community outreach, and MPP program in the Guatemalan Northern Region.• Coordinate activities with the Citizen Security Officer and the other police advisors at post.• Provide regular written reports to designated INL personnel and prepare/present other informative material, as appropriate, in furtherance of relevant U.S. mission goals and objectives.• Track long-range planning of community policing program activities, including assessments, training, certifications, implementation, and monitoring and evaluation.• Prepare and maintain an annual implementation plan via project documents and suggest avenues for mid-course correction if a program is not achieving its goals.• Provide expert analysis and guidance in project procurement, budget preparation, and program planning pertaining to the community policing, community outreach, and MPP projects.• Assist in the preparation of procurement documentation for technical services, training, and commodities, as well as monitoring procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of procured items.• Serve as an INL Contracting Officer's Representatives (COR), performing monitoring and oversight of foreign assistance, and/or contracts, as well as an INL Grants Officer Representatives (GOR), performing duties associated with assistance awards, and interagency agreements.• Formalize information exchanges and build communication networks that facilitate INL objectives beyond the term of the contract.• Reside in Guatemala City, Guatemala with travel and work in the field approximately 50% of the time.GUIDELINESGuidelines include Chapter 8 of the Foreign Assistance Act (FAA) of 1961, authorities under the FAA, the Arms Export Control Act, provisions of DOD authorization acts, the Foreign Operations, Export Financing, Related Program Appropriations Act, other supplemental appropriation laws, and the DOS Basic Authorities Act.COMPLEXITYThis position involves completing analysis, planning, organizing, implementation of projects, as well as, evaluating and monitoring of community policing, community outreach, and MPP programs.SCOPE AND EFFECTIVENESSThe CPA-NR will perform broad and extensive assignments related to complex programs spanning the PNC, municipalities, municipal police, indigenous leaders and communities, and non-governmental organizations (NGOs) in the Guatemalan Northern Region, to develop a professional, effective, and motivated law enforcement.PERSONAL CONTACTSThe CPA-NR will work closely with INL Program Offices, and Embassy personnel, and will maintain contact with the PNC, Guatemalan government, indigenous leaders and communities, and NGOs.TRAININGS AND DISTANCE LEARNING COURSES1. Complete the Contracting Officer Representative (PA296) distance-learning course through the Foreign Service Institute (FSI) within 90 days of arriving at Post.2. Complete the Grants Officer Representative (GOR) training requirements, including Federal Assistance Management (PY260), Introduction to Grants and Cooperative Agreements (PY220), Monitoring Grants and Cooperative Agreements (PY222), GOR Training (PY261), and Ethics in the Grants Environment (PY320) within six months of arriving at Post, or the earliest available course if none offered during first six months.3. Complete the Introduction to Working in an Embassy (PN113) distance-learning course through the FSI within six months of arriving at Post.4. Complete the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post.MINIMUM QUALIFICATIONS1. U.S. citizenship with the ability to obtain and maintain Department of State secret security, medical, and ethics clearances.2. Certified graduate from an accredited U.S. police academy, or other city, state, or federal law enforcement agency, or U.S. military institution, and:a. Bachelor's degree and twelve (12) years related experience in law enforcement, military, international relations or development, or public administration; orb. Associate's degree from an accredited institution and sixteen (16) years related experience in law enforcement, military, international relations or development, or public administration; orc. Eighteen (18) years related experience in law enforcement, military, international relations or development, or public administration.3. Twelve (12) years of demonstrated professional law enforcement experience including:a. A minimum of three (3) years conducting community policing;b. Three (3) years conducting strategic planning, resource management, budgeting, oversight, and evaluation of a police program;c. Three (3) years managing a police program;d. Three (3) years working in multi-jurisdictional/multi-agency program; ande. Three (3) years advising overseas law enforcement and/or implementing overseas law enforcement programs.4. Superior interpersonal and liaison skills.5. Demonstrated intermediate Spanish speaking/comprehension, and reading/writing (FSI 3/3). Fluent English speaking/comprehension, and reading/writing (FSI 5/5). Spanish ability to be tested.6. Demonstrated experience living and working overseas in low or middle-income country.7. Computer skills: Proficient in Microsoft Office Suite.EVALUATION CRITERIAFactor 1 (Operations) (20 points)Demonstrated experience conducting community policing and police community outreach. Demonstrated ability to advise and assist all aspects of a community-policing program, including the ability to liaise with relevant U.S. agencies, international law enforcement, municipalities, and international and minority communities, to share information and develop complementary policies and programs. Demonstrated experience working in minority and/or indigenous communities is preferred. Demonstrated experience advising and supporting overseas law enforcement, preferably in Latin America. Demonstrated understanding of Latin American police training, culture, and organizational challenges.Factor 2 (Program Design and Implementation) (20 points)Demonstrated relevant experience in planning, designing, and developing community policing programs. Demonstrated knowledge of community policing policies, concepts, practices, and principles relevant to developing recommendations for program design and implementation in furtherance of U.S. mission objectives.Factor 3 (Program Management) (30 points)Demonstrated knowledge and experience in planning, managing, and conducting oversight functions for a community policing program, or other law enforcement program. Demonstrated ability to conduct strategic planning, create accurate spend plans and budgets, manage resources, and conduct program evaluations. Demonstrated experience managing and motivating teams and individuals to achieve their potential. Prior experience managing U.S. government programs. Supervisory experience at the rank of Sergeant or above is preferred.Factor 4 (Liaison/Communication) (20 points)Demonstrated significant liaison experience, including coordinating with international law enforcement. Demonstrated ability to communicate complex issues in a concise manner, both orally and in written form, and both in English and Spanish. Demonstrated excellent interpersonal skills, team player, comfortable and effective working with people of different backgrounds, languages, and cultures. A significant amount of experience working and living in a Spanish-speaking environment overseas is preferred.Factor 5 (Past Performance) (10 points)Past performance of applicant's ability to perform duties under this contract. INL reserves the right to utilize all information available from any source.The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills.
