Goal of this Procurement/Business Needs\nThe New Hampshire Department of Business and Economic Affairs (BEA or \u201cthe Agency\u201d)\nseeks proposals from qualified V endors to develop and execute a marketing and communications\nStrategy to enhance safety and sustainability educational offerings specifically oriented toward\nNew Hampshire\u2019s outdoor recreational activities. The approximate term of this procurement will\nbe for the period of J] une 1,2024 - June 30, 2025, subjectto Governor and Executive Council\napproval.\n\nNew Hampshire's natural assets and outdoor recreational opportunities play a crucial role in\nattracting visitors, workers, and businesses to the state. Outdoor recreation is intrinsic to New\nHampshire\u2019s culture, with residents valuing and taking pride in the state's natural resources.\nManaging and preserving New Hampshire\u2019s natural assets is thus essential toward sustaining and\nstrengthening the state's economy, its \u201clive free\u201d culture, and the well-being of its residents and\nvisitors.\n\nOver the years leading up to the COVID-19 pandemic, popularity of certain outdoor locations in\nNew Hampshire often led to their over-crowding during peak visitation periods. The pandemic\namplified public demand for these and other outdoor opportunities. To address growing concerns\nover the environmental, safety, and aesthetic impacts of excessive demand, BEA began working\nwith LeaveNo Trace, an organization dedicated to teaching residents and visitors how to\nminimize detrimental impacts. This collaboration sought to strengthen messaging and programs\nthat encouraged visitors to plan ahead, travel and camp on durable surfaces, properly dispose of\nwaste, minimize campfire impacts, and respect wildlife, among other impact-minimizing\nprinciples.\n\nAlso in recent years, increased numbers of injured or lost hikers in New Hampshire have\nrequired assistance or rescue, mostly due to their lack of preparedness. These avoidable\nsituations strain resources at New Hampshire\u2019s Fish & Game Department and other search and\nrescue organizations.\n\nResponding to these and related concerns, a variety of agencies and organizations across N ew\nHampshire have developed safety and sustainability messaging directed toward people seeking\nto enjoy the state\u2019s many outdoor opportunities. Under this procurement, the selected V endor\nwill take inventory of these offerings, assess their effectiveness, and develop and execute a\nstrategy for cohesive and effective programmatic implementation. For example, in 2021, BEA\ndeveloped the \u201cDon\u2019t Take New Hampshire for Granite\u201d campaign to assist the state\u2019s outdoor\nand hospitality sectors in strengthening visitor awareness and education. Although not active\nrecently, this campaign remains relevant and could potentially serve as a statewide umbrella for\n" "the multiple educational initiatives that currently exist. M essaging and programming developed\nunder this contract should work in conjunction with BEA\u2019s Division of Travel and Tourism\ncampaigns in attracting visitors to the state.\n\nB. Description of Agency or Program Issuing the Request for Proposals\nBEA is dedicated to enhancing the economic vitality of the State of New Hampshire while\npromoting it as a destination for domestic and international visitors. Vendor Instructions\nInterested V endors must read the entire RFP and submit the required documents in the manner\nthe RFP specifies. The Selected V endor shall, at a\nminimum:\n\ne Inventory and assess existing safety and sustainability educational offerings specifically\noriented toward New Hampshire\u2019s outdoor recreational activities, including resources\ndeveloped and/or used by other state agencies and relevant public, private, or not-for-\nprofit entities.\n\ne Develop and execute an integrated marketing and communications strategy for the\ndifferent user safety and sustainability educational marketing programs related to outdoor\nrecreational activities in New Hampshire.\n\no The strategy must include goals, objectives, tactics and recommended media\noutlets.\n\no The strategy must be mindful of the varying safety and sustainability issues across\nNew Hampshire\u2019s outdoor activities and incorporate both general and activity-\nspecific education offerings.\n\ne Develop improved and more cohesive messaging among all stakeholders with respect to\naccess, safety, and sustainability to increase the safety of outdoor recreational users and\nprotect against overuse of the state\u2019s natural resources.\n\ne Evaluate, adjust, and/or redevelop the creative execution of theNew Hampshire Leave\nNo Trace Program.\n\ne Develop a social media strategy and provide the appropriate content (posts/images) for\npartners to utilize.\n\ne Develop an online ttoolkit of assets that can be utilized by partners. Thetoolkit should\ninclude but not be limited to creative assets, best practices for social media, and media\nbuying strategies for organizations.\n\ne Meetregularly with BEA staff to provide updates on progress and direction.\n\ne Provide monthly reports that include monthly activity, expenditures, tracking, results, and\nprogress.\n\nSECTION 3 -- Contract Terms and C onditions\n\nA. Non-Exclusive C ontract\nAny resulting Contract from this RFP will be a non-exclusive Contract. The A gency reserves the\nright, at its discretion, to retain other V endors to provide any of the services or deliverables\nidentified in this RFP or make an award by item, part or portion of an item, group of items, or\ntotal proposal.\n" "B. Award\nIfthe Agency decides to award a contract as aresult of this RFP process, any award is contingent\nupon approval of the contract by the Governor and Executive Council of the State of New\nHampshire and upon continued appropriation of funding for the contract.\n\nC. Standard Contract Terms\nThe Agency will require the selected V endor to execute a contract using the Standard Terms and\nConditions of the State of New Hampshire (Form P-37) which is attached as Appendix A. In no\nevent is a V endor to submit its own standard contract terms and conditions as a replacement for\nthe State\u2019s terms in response to this solicitation.\n\nTheterms of thisRFP and the Selected V endor\u2019s proposal will be used to form the terms of any\nresulting contract.
