Bid Title:New Comprehensive Parks and Recreation Master Plan Category:PurchasingStatus:Open Description: The City of Cleveland, Tennessee is requesting qualifications from qualified and experienced consultants to develop a new Comprehensive Parks and Recreation Master Plan. The essential purpose of the plan will be to identify the current state of Parks and Recreation in the City of Cleveland and to develop a realistic plan of action for the future, focusing on staffing, programming, facilities, parks, trails, and agency growth. The master plan should systematically assess the City’s current and future needs for Parks and Recreation facilities. It should provide a practical strategy to guide the decisions of the City leadership over the next 5 years with regards to the development of the department, parks, recreation facilities, and programs. Development of the new Comprehensive Parks and Recreation Master Plan is expected to take approximately 12 months and should include a thorough
inventory of existing parks and facilities; public engagement, including input from Parks and Recreation staff and City officials; recommendations for future growth; research on current parks and recreation trends/standards; a comparison with comparable cities; an analysis of current and future staffing levels; and other items as described in the desired scope of work. Provide firm biography and history of firm’s business. (35%)Staff experience in type of service being sought. List recent experience in similar projects and provide name, address and telephone number of primary contact person. (35%)Capability of firm to perform desired service within acceptable time frame. Discuss availability of key personnel and past performance record. List other major projects and staff responsibilities that may be performed concurrently. (30%)The consultant evaluation committee holds the ability to conduct interviews based on scoring as Phase II evaluation, if required. However, the City of Cleveland reserves the right to make a selection based solely on statement of qualifications received.The selected firm will be expected to negotiate fair/reasonable fees and enter into a formal contract. If negotiations fail, then the selection committee will negotiate with the next most qualified firm until a satisfactory agreement has been reached.
