I. Purpose of the 01 February 2018 update; Draft RFP Announcement:
The Program Executive Office (PEO) Ships, Support Ships, Boats, and Craft Program Office (PMS325), issues this Draft Request for Proposal (RFP) to solicit industry comments on the Draft RFP. Reviewers should be aware that this Draft RFP does not include all sections and attachments that will be part of the final RFP. This Draft RFP is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the
Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of Contractor responses to this announcement. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. When and if the Government issues a final RFP, interested Contractors will be expected to thoroughly address the requirements thereof regardless of the circumstances surrounding this Draft RFP. Please note: All Industry responses and questions received regarding this Draft RFP will be treated as public information and may be released on FEBIZOPS.
Please note: Reviewers are advised that the Government has not yet made a decision as to whether to compete this acquisition among small businesses as a Small Business Set-Aside (SBSA). This determination is pending the results of market research presently being conducted by the Government. No responses with regard to the determination of conducting this acquisition as an SBSA are being requested in this notice.
II. ADDITIONAL INFORMATION
The Government will consider all comments received regarding the Draft RFP. The Government does not commit to providing a response to any comment or question. The subsequent revision to any specification or RFP based on comments received remains solely at the Government's discretion. No comments, questions, or inquiries shall be made to any Government person other than the Points of Contact (POCs) identified in this synopsis. Any comments and/or questions regarding this pre-solicitation notice and draft documents must be submitted to darryl.resio@navy.mil, rana.s.movahed@navy.mil and jessica.hathaway@navy.mil. No telephone inquiries will be accepted and request for a hardy copy of the draft solicitation package will not be honored.

THIS IS AN INDUSTRY DAY ANNOUNCEMENT; ISSUED BY THE NAVAL SEA SYSTEMS COMMAND (NAVSEA), ON BEHALF OF THE SUPPORT SHIPS, BOATS, AND CRAFT PROGRAM OFFICE (PMS325) FOR INFORMATION AND PLANNING PURPOSES.
Purpose of the 07 November 2017 update; Industry Day Announcement:
I. SUMMARY
On behalf of the Support Ships, Boats, and Craft Program Office (PMS325), the Naval Sea Systems Command (NAVSEA) announces an Industry Day for the National Oceanic and Atmospheric Administration (NOAA) Auxiliary General Purpose Oceanographic Research (AGOR) Variant program, hereafter referred to as NAV.
The Industry Day will be held on November 30, 2017 during the International WorkBoat Show (IWS), and will be a partial-day event. IWS participation is not required for NAV Program Industry Day attendance and admission to the NAV Program Industry Day is free of charge. The objective is to provide a presentation to inform the industry community of the anticipated acquisition of the NAV, its program schedule, and its contract requirements.
NAV will support NOAA shallow coastal, continental shelf, and worldwide ocean survey and data collection requirements. NAV will be used to launch work boats, perform maintenance on buoys and moorings, collect weather and water column data, and perform bathymetric surveys at sea. The NAV will permit researchers to remain on station at remote locations for multiple days to collect data, deploy scientific equipment, and perform scientific calculations. Desired Operational Requirements and Characteristics were provided in the July 6, 2017 Sources Sought. A follow-on RFI was issued August, 29, 2017 requesting information from small-business shipyards regarding capability (schedule and facilities) for constructing the NAV.
II. DATE, LOCATION, AGENDA, REGISTRATION, LOGISTICS
WHEN: November 30, 2017, 1500 to 1730.
WHERE: The event will be in the Rivergate Room, Great Hall at the Morial Convention Center, New Orleans, LA
WHAT: The overall objective of this Industry Day is to provide industry and interested parties with information that will assist in the understanding of current technical requirements and projected near term schedule for a potential NAV solicitation, and to gain feedback from industry on the overall contract requirements. The Government will use this event as part of the market research process. Once the formal presentation has concluded, the Government team will not answer questions from, or meet one-on-one with, individual industry representatives. Attendees will, however, be able to submit questions on index cards made available by the Government.

This announcement is not a contract, a request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. Please note that the Government will not reimburse participants for any expenses associated with their travel or participation in this event . The Navy will not assume liability for any costs incurred by an attendee; therefore, any cost incurred by an attendee in response to this notice is not considered an allowable direct charge to the Government.
Not participating in this event will not preclude participation in any future solicitation for NAV, if one is issued.
