The Air Force Test Center Operational Contracting Squadron (AFTC/PZIOA) Eglin AFB, FL has awarded a sole source contract to Boston Scientific Neuromodulation Corporation; 25155 RYE CANYON LOOP, VALENCIA, CA 91355, 615-840-5541Spinal Cord Stimulator:SC-1160 Spectra WaveWriter 1 eaSC-5562-1 Wireless Remote 1 eaSC- 6412-3 Charging Kit 1 eaSC- 9218-15 M8 Lead Adapter 2 eaThe contract was a Firm Fixed Price (FFP) Commercial Purchase Order and carried out as a sole source action. The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b). This authority is supported by an approved Single Source Justification/Justification and Approval. The applicable NAICS code is 339112, and the size standard as defined by the U.S. Small Business Administration is 1000 employees.The Eglin AFB Medical Treatment Facility (MTF) had been treating a patient with chronic back pain using an Illumina
3D programming algorithm and MICC (multiple independent current control) offered by Boston Scientific during a trial period. During this period the patient’s pain and suffering significantly decreased to the point of being non-existent. In order to maintain this same level of comfort for the patient it was determined that using the Illumina 3D spinal cord stimulator would need to be a permanent solution and not just a trial. Additionally, some if the items used during the trial period would be utilized going forward and needed to be compatible with the permanent system.Since this was an unexpected surgery, a mission impact letter for urgent and compelling need for this requirement was submitted by the surgery department. In order to insure arrival of the necessary equipment prior to the scheduled surgery date, Boston Scientific requires a contract in place 3 days prior to surgery. Missing this scheduled surgery would have prolonged the patient’s pain a minimum of 2 months based on availability of the surgery department.
