A. PURPOSE OF THIS REQUEST FOR PROPOSALS The Sandoval County Board of County Commissioners is accepting sealed proposals for Aerial Imagery Services (NIGP Commodity Codes 90505, 90510). Responses will be accepted in the Finance Department, Attn: Leslie Olivas, Sandoval County Administrative Bldg, 1500 Idalia Road, Bldg. D 2nd Floor, P.O. Box 40, Bernalillo, New Mexico up to 3:00 p.m. (Mountain Standard Time) on February 9,2023. Late submissions will not be considered. The Sandoval County Board of Commissioners reserves the right to reject any and all responses. B. SANDOVAL COUNTY BACKGROUND Sandoval County is a Class A county located in central New Mexico. It covers over 3,700 square miles of both urban and rural areas with a population of approximately 148,800 people according the 2020 census. Sandoval County has a commission/manager form of government. The Board of County Commissioners consist of five members elected by voters within their respective districts. The County Manager is
appointed by the Commission to carry out policy and serve as chief administrative officer. The Sandoval County Assessor’s Office is responsible for locating and identifying properties in the county and determining the taxable value for such properties. Due to the size of the county, it is difficult to cover this area in person. The aerial images provided by this project will assist County appraisers with identification, location, and valuation of property. C. SCOPE OF PROCUREMENT The County’s intent for this request for proposals (RFP) is to obtain proposals from firms who are able to provide 3” or better Ground Sample Distance (GSD) geo-reference ortho and oblique (4 cardinal direction) natural color imagery across the entire defined project area of 412 square miles. This proposal shall include all fees associated with the acquisition, projection/registration/rectification of the imagery, the required software and licensing, end user and administrator training, and product delivery. D. TERM OF CONTRACT This Request for Proposal is to contract for four (4) years. The contract includes two projects: The first project shall be completed and delivered no later than Spring 2023 and the second project shall be completed and delivered no later than Spring 2025 or Fall 2025 as approved by Assessor. Final payment due on the first anniversary of shipment imagery in 2026.
