Further, OED is statutorily required to develop and administer a paid family and medical leave insurance ("PFMLI") program for Oregon. The multi-biennia effort to modernize and to stand up a new program requires a significant investment, both in technology and changing how Agency serves its customers. Modernizing Agency's systems and business processes will ensure continuity of services to Oregonians and Oregon businesses today, and capability to respond to emerging future needs. Contractor provides needed services in the context of its proprietary implementation methodology, and for the Project's benefit, in order to successfully implement and deliver to OED a new, automated Tax and Benefits System ("System"), which complies with all applicable System Requirements.
