1. Introduction1. SummaryVTA seeks proposals from qualified firms to provide roadway safety and transportation engineering services.The Countywide Local Roads Safety Plan (“CLRSP”) will be funded with Local and State dollars requiring the Contractor to follow all pertinent Local, State, and Federal laws and regulations.The contractor shall meet the appropriate minimum qualifications as required by this RFP.Total amount payable to the contractor shall not exceed $120,000, and the performance period shall not extend beyond nine (9) months, with a project schedule to be determined by VTA and the selected contractor.2. BackgroundVTA was awarded a Caltrans Highway Safety Improvement Program (“HSIP”) grant to prepare a CLRSP. Federal regulations require each State have a Strategic Highway Safety Plan (“SHSP”). While the SHSP is used as a statewide approach for improving roadway safety, a Local Road Safety Plan (“LRSP”) is a means by which local agencies can address roadway safety needs within their jurisdictions while contributing to the success of the SHSP. The main objective of both these efforts is to develop a data-driven traffic safety plan to reduce traffic accident fatalities and serious injuries on all public roads with performance metrics.3.
