NOTIFICATION OF HUD PRE-SOLICITATION THIS IS A NOTIFICATION REGARDING A HUD PRE-SOLICITATION ONLY. This is not a request for offers, quotes or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool only. This is a pre-solicitation notice for the acquisition of commercial services publicized in accordance with Federal Acquisition Regulation (FAR) 5.203.The U.S. Department of Housing and Urban Development (HUD), Office of the Chief Procurement Officer (OCPO), Multifamily Housing (MFH) intends to issue a Request for Quote (RFQ) to on or about April 6, 2023 for an acquisition seeking Energy and Water Benchmarking support services. Services include: Creating a strategy that will support MFH POAs in their efforts to gather, track, and analyze project-level utility consumption and costs (owner- and tenant-paid) across the MF portfolio and submit that information to HUD. Facilitating and encouraging s

ustained owner engagement in collecting and evaluating energy usage data and promoting conservation measures and investments in improved energy and water efficiency. The official solicitation will be issued via GSA eBuy. The purpose of thisnotice is to establish a dialogue between industry and the Government to allow all interested parties an opportunity to understand HUD's goals for the program; learn about the proposed acquisition approach and seek industry feedback. All comments, questions and recommendations must be submitted to the HUD Contracting Officer in order to assure they are given proper consideration. Upon finalization of a solicitation which will be posted to gsa.ebuy.gov/, HUD may elect to conduct a pre-proposal conference. This requirement is being competed Full and Open Competition after exclusion of Other Sources via General Services Administration (GSA) Multiple Award Schedule (MAS) utilizing the policies and procedures of Federal Acquisition Regulation (FAR) Part 8 - “Required Sources for Supplies and Services” Items in conjunction with FAR Part 15 - Contracting by Negotiation, as supplemented by HUD Acquisition Regulation (HUDAR) Part 2415. The Government anticipates award of a single Firm Fixed Price (FFP) contract type. The assigned NAICS Code is 541690 “Other Scientific and Technical Consulting Services” with a small business size standard of $19 million. The period of performance for this requirement will consist of a base period and three one-year option periods. The closing date for submission of proposals will be contained in the solicitation. Offerors must be registered in the System for Awards Management (sam.gov) prior to award of a government contract. Failure to register in sam.gov will make an offeror ineligible for award. The solicitation will be available on the ebuy.gsa.gov website. Paper copies of the solicitation will not be provided.
