W912HV-20-Z-0029Sources Sought & Market SurveyFY20 OAO B364 HVAC Improvements, Camp Foster, Okinawa, JapanIntroduction:  The U.S. Army Corps of Engineers, Japan District, Okinawa Area Office is performing market research for a Design-Build (DB) requirement to design and construction general improvements to the heating, ventilation, and air conditioning (HVAC) system in Building 364, located at Camp Foster Marine Corps Base, Okinawa, Japan.This announcement is being issued for market research purposes only. The purpose of this announcement is to identify local sources capable of performing this project and to receive market survey responses from those firms to assist the Government in acquisition planning. This announcement does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award.  This is NOT a solicitation.  The Government will not pay for any information provided as a result of this market survey. This sources sought announcement is
intended for LOCAL SOURCES ONLY.  Local sources are those companies physically located and authorized to perform construction work in Japan.  Firms interested and capable of performing the type of work associated with this announcement are highly encouraged to submit a response (submission requirements are located within this notice). INFORMATION ABOUT THE PROJECT:Project Title:  FY20 OAO B364 HVAC Improvements, Camp FosterProject Location: Camp Foster, Okinawa, JapanNAICS Code: 236220 Commercial and Industrial Building Construction Magnitude of Construction Project: Between $1,000,000 and $5,000,000 (¥100,000,000 and ¥500,000,000)Projected Advertisement:  early June 2020Projected Award: September 2020 Project Description:   This Fiscal Year (FY) 2020 Operation Maintenance-Army (OMA)-funded project is located at Building 364 on Camp Foster, Okinawa, Japan. Scope of work includes the removal of the existing air handling units and the replacement of new variable air volume air handlers.  Contractor will be required to install variable air volume and constant air volume terminal units in the existing duct system, and provide all electrical, controls, and ceiling access panels for the new equipment. The three-story building has an air handling unit (AHU) on each floor that provides air conditioning and outside air supply. The AHU’s are constant volume, chilled water units that were part of the original construction in 2002. The supply and return plenums are insulated on the interior and show signs of moisture and mold grow on the insulation surface.  Additional requirement details can be viewed in the DRAFT Specifications included in this announcement.NOTE: The DRAFT Specifications and Drawings included in this Notice are provided for INFORMATIONAL PURPOSES ONLY.  Interested firms are cautioned that ALL attachments to this notice are provided in DRAFT FORMAT and subject to change.Estimated Period of Performance:  420 calendar days from receipt of Notice to Proceed.  Proposed Procurement Method:   POJ anticipates issuing a firm-fixed-priced, request for proposal (RFP) solicitation to fulfill this FY20 construction requirement.  The Government anticipates awarding a contract to the responsible Offeror whose proposal represents the best value to the Government utilizing the Lowest Price Technically Acceptable (LPTA) source selection procedures.Local Sources:   This requirement is for local sources only.   Local sources are those sources physically located and authorized to perform construction work in Japan. USACE “Contractor Application” Requirement:    Firms who have not submitted a Contractor Application to this office are requested to go to the U.S. Army Corps of Engineers, Japan District website: https://www.poj.usace.army.mil/Business-With-Us/ to download the “Contractor Application” form.  Such firms shall be required to complete the aforementioned contractor application and submit original documents indicating they are registered with the Government of Japan to perform construction in Japan and possess both the necessary construction licenses and permits required to perform the requisite work identified in the solicitation.  This documentation must be submitted prior to or at the time of proposal submission to allow Japan District to verify your company as a “Local Source.” System for Award Management (SAM):  In order to be eligible for award of Government contracts, contractors shall be registered in the SAM Database. https://www.sam.gov  =====================================================================Submission Requirements for responses to this Market Survey:   Interested local sources are requested to complete the attached Market Survey and email the completed form no later than 4:00 P.M., May 13, 2020, Japan Standard Time (JST) to the following individuals:  khristina.m.sandoval.civ@usace.army.milshyloe.a.werner.civ@usace.army.mil The information provided will be used within the U.S. Army Corps of Engineers to facilitate decision making and will not be disclosed outside the agency.
