NOTICE OF INTENT TO SOLE SOURCEIn accordance with Federal Acquisition Regulation (FAR) part 13, the United States Department of Energy (DOE), Office of Environmental Management (EM) intends to award a sole source time-and-materials contract to Management Concepts Inc. (MCI), a General Services Administration (GSA) schedule holder.THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTE/PROPOSAL.DOE EM has an urgent requirement for training related to its shift to the End State Contracting Model (ESCM) with the objective of reforming the way EM does business in the management of environmental cleanup. The sole source for these specialized training services has been identified as MCI because the company is deemed to have the expertise, knowledge, and necessary skills to develop a customized class to train DOE employees specifically relating to DOE’s work with its new End State Contracting Model (ESCM). No known potential alternate sources exist which could satisfy the agency’s requirement.The

North American Industrial Classification System (NAICS) code for this effort is 611430.This announcement constitutes the only synopsis for this requirement and is issued for notification purposes only. No known potential alternate sources exist which could satisfy this requirement. The notice of intent is not a request for quote/proposal. Any interested party that believes it can meet this requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 1300 PM EST on May 4, 2020. Telephone and fax responses and requests will not be accepted.A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available.
